PUBLIC NOTICE
COOPERATIVE PROCUREMENT
Notice is hereby given that the City of Albany Fire Department intends to enter into a contract
with Hughes Fire Equipment, of Eugene, Oregon, the authorized regional distributor for Pierce
Manufacturing, Inc., for the purchase of one Pierce Enforcer fire engine for approximately
$1,044,639.00. The purchase will be made using a permissive cooperative contract
established by National Purchasing Partners, dba NPPGov, in accordance with ORS
279A.215, providing competitively solicited pricing and ensuring the City receives best value.
A written request for approval of the proposed cooperative procurement was presented to the
local Contract Review Board on Wednesday, March 11, 2026, at 6:00 p.m. City Council. The
procurement was approved by Resolution No. 7495.
By utilizing the NPPGov competitively solicited cooperative contract, the City will avoid the
time and expense required to conduct its own procurement while still benefiting from a
thorough, transparent, and competitive evaluation process. NPPGov issued a request for
proposals for firefighting apparatus in November 2019, resulting in a contract award to Pierce
Manufacturing, Inc. Hughes Fire Equipment is the sole authorized distributor for Pierce
apparatus in this region and will serve as the contracting entity for the City’s purchase.
Leveraging this cooperative contract will allow the City to restore reserve fire apparatus
capacity following the removal of a fire engine from service after it was totaled during an
emergency response incident in July 2024. The purchase will also support the Fire
Department’s goal of maintaining a standardized fleet configuration, improving operational
reliability, reducing maintenance demands on aging apparatus, and ensuring the department
maintains effective emergency response readiness.
Any person may submit comments specific to this notice within seven days of the date of this
public notice. The protest shall provide a detailed statement of the legal and factual grounds
to support the protest, demonstrate how the procurement process is contrary to law, and the
relief requested. Protests shall be handled pursuant to OAR 137-046-0470 and ORS 279A.225.
Written protests must be delivered to Diane Murzynski, Contracts & Procurement Officer, in
the Finance Department of the City of Albany no later than 2:00 p.m., Thursday, March 19,
2026. Written protests received after the closing date and time are late and will not be
considered. Protests must be submitted by email to procurement@albanyoregon.gov.
