PUBLIC NOTICE
COOPERATIVE PROCUREMENT
Notice is hereby given that the City of Albany Fire Department intends to enter into a contract with Sea-Western,
Inc., of Kirkland, Washington, an authorized distributor of Holmatro USA for the purchase of battery-operated
auto extrication equipment for approximately $299,863.20. The purchase will be made using a permissive
cooperative contract established by National Purchasing Partners, dba NPPGov, and lead contracting agency, the
League of Oregon Cities, (LOC), in accordance with ORS 279A.215, providing competitively solicited pricing
and ensuring the City receives best value. A written request for approval of the proposed cooperative procurement
was presented to the local Contract Review Board on Wednesday, January 28, 2025, at the 6:00 p.m. City Council
meeting. The procurement was approved by Resolution No. 7481.
By utilizing the NPPGov competitively solicited cooperative contract, the City will avoid the time and expense
required to conduct its own procurement while still benefiting from a thorough, transparent, and competitive
evaluation process. NPPGov’s request for proposals for firefighting equipment closely aligns with the City’s
operational needs, and the Holmatro battery-operated extrication tools offered through Sea-Western, Inc. provide
significant advantages over traditional hydraulic systems, including faster deployment, reduced maintenance
requirements, lower noise levels, and improved firefighter safety.
Leveraging this cooperative contract allows the City to obtain best-value extrication equipment more quickly,
replace aging tools that no longer meet modern vehicle rescue demands, and ensure public funds are used
efficiently and responsibly. The purpose of this notice is to provide information to the public and to give
interested persons an opportunity to submit written comments regarding the proposed use of the permissive
cooperative procurement.
Any person may submit comments specific to this notice within seven days of the date of this public notice. The
protest shall provide a detailed statement of the legal and factual grounds to support the protest, demonstrate
how the procurement process is contrary to law, and the relief requested. Protests shall be handled pursuant to
OAR 137-046-0470 and ORS 279A.225.
Written protests must be delivered to Diane Murzynski, Contracts & Procurement Officer, in the Finance
Department of the City of Albany no later than 9:00 a.m., Monday, February 16, 2026. Written protests received
after the closing date and time are late and will not be considered. Protests must be submitted by email to
procurement@albanyoregon.gov.
This notice is given in accordance with provisions of the Oregon Revised Statutes, 279A.200 to 279A.225, and
Oregon Administrative Rules, 137-046-0400 to 137-046-0470.
