COOPERATIVE PROCUREMENT
Notice is hereby given that the City of Albany intends to enter into a contract with Zones, LLC,
of Auburn, Washington as an authorized software reseller, for the purchase of Streetlight
Planning Solutions for an initial one-year term at a cost of approximately $53,500, with an
option to extend the contract for one additional year. If the extension is exercised, the total
contract value will not exceed approximately $107,000.
The purchase will be made using OMNIA Partners Contract No. 01-152, a competitively
solicited cooperative contract for technology products and services, in accordance with ORS
279A.215. The cooperative contract provides competitively solicited pricing and allows the
City to leverage an existing procurement process rather than conduct a separate solicitation.
By utilizing the OMNIA Partners cooperative contract, the City will avoid the time and expense
associated with conducting its own procurement while benefiting from a competitive
solicitation and established contract terms. The contract provides the City with access to
Streetlight Planning Solutions through an authorized reseller while maintaining the
efficiencies and purchasing benefits of the cooperative agreement.
Leveraging the cooperative contract will allow the City to obtain the software services needed
to support its streetlight planning and management functions in a timely and cost-effective
manner while ensuring public funds are used efficiently and responsibly. The purpose of this
notice is to provide information to the public and to give interested persons an opportunity to
submit written comments regarding the proposed use of the interstate permissive
cooperative procurement.
Any person may submit comments specific to this notice within seven days of the date of this
public notice. The protest shall provide a detailed statement of the legal and factual grounds
to support the protest, demonstrate how the procurement process is contrary to law, and the
relief requested. Protests shall be handled pursuant to OAR 137-046-0470 and ORS 279A.225.
Written protests must be delivered to Lara Raggon Contracts and Procurement Manager, in
the Finance Department of the City of Albany no later than 1:00 p.m., Friday, August 21, 2026.
Written protests received after the closing date and time are late and will not be considered.
