A. PURPOSE
The City of Newnan, Georgia, located 35 miles southwest of downtown Atlanta, on Interstate 85 South,
and county seat of Coweta County, Georgia, is seeking proposals from qualified vendors to remove
and replace the existing Baltimore Air Coil Cooling Tower located at 25 Lagrange St in Newnan,
Georgia.
B. GENERAL INFORMATION AND SCHEDULE
This RFP has been issued on January 10, 2024. All Firms interested in submitting a proposal must attend the
pre-proposal onsite meeting, Monday, January 22, 2024 at 9:00AM EST at 25 Lagrange St. Newnan, Ga
30263.
Each firm is to prepare their response according to the RFP format, i.e., by section and paragraph of this
RFP. The City of Newnan, Georgia reserves the right to reject any RFP not submitted within the required
time frame; reject any incomplete RFP submitted; contact client references; require further information;
and/or require interviews with any responding firm. All costs related to the preparation, submittal, and/or
presentation of this RFP are the responsibility of the respondent and will not be assumed in full or in part by
the City of Newnan, Georgia.

Proposals must be submitted no later than 2:00PM EST, February 13, 2024. Proposals must be received in
a sealed envelope or container marked “Cooling Tower Replacement at Newnan City Hall”. Place the
Project name and opening date on the submitting envelope or container.
RFP’s will not be received or accepted after the above specified date and time of the proposal opening.
Proposals submitted after the designated date and time will be deemed invalid and returned unopened to
the proponent.
An order will be awarded to the vendor whose bid is determined to be the most advantageous for the City
of Newnan, considering all the conditions set forth in this RFP. While price will be an important factor, it
alone will not be the deciding factor in the selection process. Issuance of this RFP does not constitute a
commitment on the part of the City of Newnan to award a contract pursuant to this RFP. The City of
Newnan reserves the right to reject any and all proposals submitted in response to this RFP, in whole or in
part, and to award a contract pursuant to this RFP or cancel this RFP if it is considered to be in the best
interests of the City of Newnan. The City of Newnan further reserves the right to make changes to this RFP
at any time by issuance of written addendum/addenda, amendment(s) or clarification9s).

C. BACKGROUND
The Cooling Tower at Newnan City Hall has served admirably for a quarter of a century, enduring
various weather conditions, including heat, snow, storms, and even a Tornado. Its longevity is a
testament to its initial installation quality and the outstanding maintenance that has been performed
throughout the years. A cooling tower is a specialized heat exchanger designed to transfer heat from
water that's circulated through the tower to the air flowing around it. The process involves direct contact
between air and water to cool the latter. The cooling tower facilitates the exchange of heat between
water and air. Within the tower, water is brought into contact with the air, and as that interaction takes
place, a small volume of water undergoes evaporation. As the evaporation process takes place, heat is
removed from the water, causing a reduction of temperature in the water.
D. SCOPE OF SERVICES
The City is seeking qualified contractors in the removal and replacement of the Baltimore Air Coil
cooling tower located at 25 Lagrange St at Newnan City Hall in Newnan, Georgia. The scope of work
proceeds as follows:
Provide and install new Baltimore Air Coil (BAC) cooling tower M/N VFL024-32J
Remove and dispose of old BAC tower
Provide and install new VFD drive for tower fan
Provide and install VFD rated fan motor
Program new VFD and control into existing Tracer SC+ database for auto control of fan
Provide all necessary piping for new installation of tower
Reinsulate all new piping utilizing existing heat trace wiring
Reuse existing high voltage power feeds to tower
Provide Trane factory start-up and commissioning of new units
In addition to BAC tower price, please provide an optional pricing for: Taco CHW pump #2

E. Proposal Format
The evaluation by the selection committee will be based on the criteria listed below. The RFP should be
prepared per the following Sections as well as a one-page letter of transmittal signed by an owner,
officer, or authorized agent of the firm, acknowledging and accepting the terms and conditions of this
RFP:
1. Staffing Evaluation of the list of personnel specifically assigned to the proposed project, including
their qualifications, overall experience and recent experience on projects of similar nature and

complexity to the proposed project. Please provide the Project Manager who will be the sole
responsible person for the performance of construction of the cooling tower for the duration of the
Project.
2. Experience/Performance Review of past performance on projects of similar nature as the proposed
project; evaluation of client references whether included in the proposal response or not; overall
responsiveness to Owner’s needs.
3. Approach Evaluation of the overall understanding of the scope of the proposed project;
completeness, adequacy and responsiveness to the required information of the request for proposals.
This should include a preliminary Project schedule by task and milestones that will be used to administer
the Project.
4. Availability Evaluation of the work load of the proposing firm and the staffing to be assigned to the
proposed project; time schedule of the proposer in relation to that of the proposed project location of
the offices or facilities from which the services are to be provided to the Owner.
5. Cost Evaluation of costs associated with the removal/replacement of the Cooling Tower
Replacement at Newnan City Hall as detailed in Section D. Scope of Services.
IMPORTANT! THE BID COVER SHEET (page 14) that includes all cost associated with the Cooling
Tower Replacement at Newnan City Hall must be presented as the cover sheet of your proposal. This is
for the convenience of the bid openers (Council Members). Failure to comply with this format as well as
others listed in Section D may result in disqualification.
Firms submitting shall have experience on removal/replacement of cooling towers of equal size, equal
cost, and equal complexity.
Provide the following Qualifications and Information within the Sections of the RFP above:
Firm and Consultants' Information
a. Firm name, address, and telephone number.
b. Primary contact person(s) and telephone number(s). This person will be the point of contact for the
Team throughout the entire Project.
c. Total number of firm's full-time employees.
d. Year firm established.
e. List of similar projects completed in the last 5 years. Include: size, cost, total fee, time to complete
project, description and cost of contractor change orders, special features (energy conservation, etc.),
awards received, and type of project.
f. Provide a description of the firm's special capabilities, techniques or resources that can be contributed
to this assignment. A minimum of three references from projects of a similar scope and type shall be
