The City of Belleville, St. Clair County, Illinois, will receive sealed bids for COOL VALLEY DRIVE DRAINAGE IMPROVEMENTS until 10:00 a.m. on August 12, 2025 at the office of the City Clerk 101 South Illinois Street, Belleville, Illinois. All bids will be publicly opened and read aloud at 10:00 a.m. on August 12, 2025.
The sealed bids shall be sealed in a plain envelope marked on the outside with the words “COOL VALLEY DRIVE DRAINAGE IMPROVEMENTS” and delivered to the City Clerk during regular business hours, prior to the stated bid opening time.
This project consists of removals, pavement patch, driveway pavement, curb and gutter, aggregate base course storm sewer inlets and structures and all incidental and collateral work necessary to complete the work.
The Belleville City Council reserves the right to waive any informalities and technicalities and further reserves the right to reject any and all bids.

Bidders must be prequalified with the Illinois Department of Transportation and evidence of prequalification must be supplied prior to bidding.
All proposals must be accompanied by a bid proposal guarantee. Project is partially funded by HUD and administered through the St. Clair County IGD office. No less than 15% of total funds must be spent with a Minority Business Enterprise(s). Federal prevailing wages apply to the contractor and subcontractors. Bidders must comply with the President’s Executive Order No. 11246 as amended. Requirements are explained in the specifications. Designated IGD forms identified in specifications must be submitted with the bid proposal for the bid to receive consideration.
The Belleville City Council reserves the right to waive any informalities and technicalities and further reserves the right to reject any and all bids.
