NOTICE TO GENERAL
CONTRACTORS, PROCURMENT OF CMAR FOR WASTEWATER PLANT IMPROVEMENTS
The City of Gentry is seeking requests for qualifications consistent with Act 612 of the Arkansas 92nd General Assembly Regular Session 2019, from qualified licensed professionals who are certified by the Arkansas Contractors Licensing Board to perform construction management/general contractor services for the WWTP Improvements in Gentry, AR.
The Project consists of design and construction of the James Wade Wastewater Treatment Plant (WWTP) expansion to treat wastewater from the City of Gentry collection system, and discharge treated water to the existing discharge point at the SWEPCO wastewater pond. The Phase 1 project will expand the existing 0.5 MGD WWTP with a new treatment train that will have an Average Daily Flow capacity of 0.25 MGD and a peak hourly flow capacity of 1 MGD capable of meeting required NPDES permit limitations as well include accommodations for peak flow equalization. Facilities in Phase 1 will consist of influent pumping and screening facilities, peak flow basin, Aero-Mod biological treatment system, filtration, and UV disinfection, as well as a dewatering and electrical building. Phase 2 of the WWTP expansion shall be designed for expansion to an Average Daily Flow of 1 MGD and decommissioning of the original James Wade WWTP. Additionally, new Dewatering equipment will be installed at the existing James Wade WWTP in a temporary facility as an immediate scope item, to be moved to the new site once Phase 1 of the project is constructed. Garver will provide surveying, geotechnical coordination, design, collaborative delivery support, construction support services, and warranty support. The City of Gentry desires the selected contractor to collaborate in engineering, scheduling, cost control, value engineering, constructability, and preparation of bid packages in order to achieve maximum value for the City of Gentry. Preconstruction services are anticipated to begin in October 2026. Construction must be completed by January 2029.
Interested contractors must request a detailed Request for Qualifications from Mr. Kevin Johnston at Kevin.Johnston@gentryar.gov . An optional pre statements of qualifications submittal meeting and site tour will be held on August 18, at the Gentry Library at 105 E. Main Street Gentry, AR 72734 in the McKee Community Room at 9:00 am. Attendees will have the opportunity to tour the Project site to familiarize themselves with site conditions and constraints after the meeting. Statements of Qualifications (SOQ) will be accepted until September 4, 2026 at 2:00 p.m. SOQs shall be submitted to City of Gentry, Attn: Kevin Johnston, 101 W Main St., Gentry, AR 72734. All submittals shall be clearly marked, “Request for Qualifications - Gentry WWTP Improvements”.
SELECTION PROCESS AND CRITERIA:
1. City of Gentry will assemble a selection committee to review SOQs.
2. Contractors submitting the three highest ranked SOQs may be invited to interview.
3. The selection committee will consider the SOQs and potential interviews and make a formal recommendation to the City of Gentry City Council.
4. Some minimum qualifications that Gentry will consider are:
a. Licensed contractor in the State of Arkansas
b. Relevant experience and technical competence as demonstrated in similar projects, minimum of six within the last 10 years.
c. Ability to obtain a Payment Performance Bond from a surety company licensed to do business in Arkansas with an A.M. Best rating of not less than A+ or better. Must have the ability to bond at least $50 million.
d. Ability to meet minimum insurance requirements from insurance companies that have an A.M. Best Rating of A+ or better and are duly licensed or authorized in Arkansas.
e. The evaluation criteria will include CMAR profile, project team structure and key personnel, relevant project experience, project approach, and potential interview.
The City of Gentry shall have the right to cancel the RFQ process without notice, accept or reject all or any part of all or any SOQs, waive technicalities, formalities, and/or informalities, and accept any submission deemed to be in the best interest of the City of Gentry. Pursuant to ACA § 25-1-503, City of Gentry will not enter into a contract with a person or company engaged in a boycott of Israel.
