The Kodiak Island Borough (KIB) Engineering & Facilities Department is soliciting qualifications and
pricing from contractors interested in providing on-call building maintenance, repair, and specialty trade
services. The purpose of this Request for Qualifications and Pricing (RFQP) is to establish a roster of
qualified contractors by trade or specialty for future work on an as-needed basis.
KIB owns and maintains more than twelve (12) facilities requiring a variety of maintenance, repair, and
construction services. Services may include, but are not limited to:
* Carpentry * Heavy Equipment Repair
* Concrete Services * Landscaping and Lawn Care
* Diving * Parking Lot & Pavement Repair
* Elevators * Overhead Doors
* Fencing * Striping
* Generators * Vacuum Truck Services
The Borough intends to award contracts to the top three (3) lowest responsive and responsible contractors
that meet the requirements of this solicitation within their applicable specialty.
Each resulting contract will have a Not-to-Exceed (NTE) value of $50,000. The NTE amount is an
administrative spending limit only and does not guarantee any minimum amount of work or
compensation. Contractors should not interpret the contract award as a promise that work will be assigned.
Work will be authorized only when a need arises and only through written authorization from the Borough.
Contractors will be compensated only for work that has been requested, completed, and accepted by the
Borough.
When services are required, the Borough generally intends to offer work to the first lowest-priced
responsive and responsible contractor within the applicable specialty. If the contractor is unavailable,
unable to meet the required schedule, declines the work, or is otherwise unable to perform, the Borough
may offer the work to the next lowest-priced qualified contractor, and so forth, until the work is assigned.
The Borough reserves the right to consider contractor availability, qualifications, past performance,
workload, emergency response requirements, and the best interests of the Borough when assigning work.
This RFQP is intended for individual service requests and projects with an estimated value of less than
$50,000. Projects exceeding that amount may be procured through a separate competitive solicitation in
accordance with the Kodiak Island Borough Procurement Code.
Submittal Instructions
Contractors interested in being considered for future on-call work with the Kodiak Island Borough shall
submit a complete RFQP package, including all required forms and supporting documentation identified
below.

Questions
Questions regarding this solicitation shall be submitted in writing to: EFprojects@kodiakak.us no later
than July 27th 1:00pm August 4, 2026. Responses to questions and any resulting addenda will be
distributed to all registered respondents.
Submission Deadline
Responses will be publicly opened at 2:00p.m. (Alaska Time) on August 6, 2026 August 20, 2026.
Responses may be submitted by mail or delivered in person at 710 Mill Bay Road Kodiak, AK 99615.
Sealed envelopes shall be clearly marked: Contractor Roster Request for Qualifications and Pricing.
Required Submission Documents
To be considered responsive, each respondent shall submit:
1. Completed Contractor Registration Form.
2. Completed and signed Pricing Schedule
3. Copy of a current Alaska Business License.
4. Copy of the contractor's current Alaska Contractor Certificate of Registration and any licenses (if
required) for the trade(s) or specialty(ies) for which the contractor is seeking qualification.
5. Proof of current insurance, including:
i. Commercial General Liability
ii. Workers' Compensation
iii. Automobile Liability
iv. Professional Liability (when applicable)
6. Current contact information for the contractor's authorized representative(s), including:
v. Email address
vi. Office telephone
vii. Mobile telephone
viii. Mailing address
ix. Physical address
Any alterations or erasures to the submission shall be initialed by the authorized signer. Failure to do so
may result in the submission being determined non-responsive. Failure to provide the required
documentation may result in the submission being rejected.

Reservation of Rights
The Kodiak Island Borough reserves the right to waive minor informalities or irregularities, reject any or
all submissions, cancel this solicitation, or re-solicit if determined to be in the Borough's best interest.
Submission of qualifications and pricing does not guarantee inclusion on the contractor roster or the award
of any work. Contractors selected for the roster may be offered work on an as-needed basis in accordance
with the terms of the resulting agreement.
All respondents shall comply with KIB Code 3.30.115 and all applicable federal, state, and local laws.
Prevailing Wage Requirements
Where required by law, contractors shall pay not less than the current prevailing wage rates established by
the Alaska Department of Labor and Workforce Development.
Contractors shall also comply with the Alaska Employment Preference Act (AS 36.10) and submit certified
payroll records to the Alaska Department of Labor when required.

Professional Service Specialty

The Kodiak Island Borough Engineering & Facilities Department is interested in establishing single year
Service Agreements with a variety of contractors to work on Borough assets. Select the type of service your
company provides from the list below. Each Professional Service Specialty requires a separate contract;
therefore, only one service type may be selected per quote submittal.
Contractors may submit quotes for multiple professional service specialties but must provide
a separate quote for each specialty. Example: A contractor licensed to perform both auto repair
services and heavy machinery repair services must submit two separate quote packages - one for
auto repair services and one for heavy machinery repair services.
Carpentry:

Carpentry construction, maintenance, and repair services including framing, rough and finish carpentry,
installation and repair of doors and windows, cabinetry, trim, flooring, drywall, siding, roofing components,
stairs, partitions, structural wood members, building modifications, renovations, weatherproofing,
replacement of damaged materials, and associated site cleanup.
Concrete Services:

Concrete construction, maintenance, and repair services including demotion, excavation, formwork,
reinforcing steel placement, concrete placement and finishing, sidewalks, curbs, slabs, foundations, crack
repair, joint sealing, patching, restoration, and associated site cleanup.
Diving Services:

Commercial diving services supporting underwater inspection, maintenance, repair, and pigging operations
for Borough-owned intake, outfall, and process piping systems. All work shall be performed by qualified
commercial divers under the supervision of a certified dive supervisor in accordance with OSHA and State
of Alaska requirements.
Elevators:

Inspection, testing, maintenance, repair, modernization, and emergency service for elevators, wheelchair
lifts, dumbwaiters, stair lifts, and associated conveyance systems.
Fencing:

Installation, maintenance, repair, and replacement services for commercial, industrial, residential,
agricultural, and security fencing systems, including site preparation, demolition and removal of existing
fencing, post excavation and setting, gate installation, chain-link fencing, wood fencing, vinyl fencing,
metal fencing, security and perimeter fencing, electrical/electric fencing systems, energizer installation,
electric wire and conductor placement, grounding systems, insulator installation, access control integration,
fence panel and post repairs, straightening and reinforcement, hardware replacement, corrosion treatment,
staining and painting, restoration, upgrades, and associated site cleanup.

Generators:

Inspection, testing, preventative maintenance, repair, load-bank testing, and emergency service for standby
generators, transfer switches, and associated emergency power systems.
Heavy Equipment Repair:

Inspection, diagnosis, maintenance, and repair of Borough-owned heavy equipment including loaders,
graders, excavators, skid steers, backhoes, trailers, and other construction equipment.
Landscaping and Lawn Care

Landscaping and lawn care services including mowing, trimming, edging, pruning, weed control,
fertilization, planting, tree and shrub maintenance, mulching, soil preparation, seasonal cleanup, grounds
maintenance, debris removal, erosion control, and maintenance of Borough-owned landscaped areas and
grounds.
Parking Lot & Pavement Repair:

Maintenance and repair of asphalt and concrete parking lots, roadways, sidewalks, potholes, pavement
markings, crack sealing, patching, drainage improvements, and traffic control.
Overhead Doors:

Inspection, Maintenance, repair, replacement, and adjustment of overhead doors, rolling doors, operators,
dock equipment, and associated controls.
Striping:

Parking lot, roadway, crosswalk, and specialty pavement marking installation and maintenance including
layout, restriping, curb painting, symbols, and traffic markings.
Vacuum Truck Services:

Vacuum truck services including cleaning, pumping, hydro-excavation, lift station maintenance, wet well
cleaning, sludge removal, grease removal, line cleaning, blockage removal, and disposal of collected
materials in accordance with applicable environmental regulations.
Contractor Roster
Selection for the Contractor Roster does not guarantee the award of any work or compensation. The
Borough makes no representation regarding the quantity, frequency, or dollar value of work that may be
assigned under any resulting agreement. Work will be authorized solely through written Work Orders issued
by the Borough in accordance with the terms of the resulting contract. Contractors shall not begin work
until a written Work Order or Notice to Proceed has been issued.
All work shall comply with all applicable federal, state, and local codes, ordinances, and regulations, and
be completed in accordance with the attached specifications and/or plans from the written Notice to
Proceed until contract termination.

Equipment, tools, and materials valued at $300 or less, whether or not consumed by use, shall be
considered incidental for the work performed and no payment will be made for those items.
Equipment, tools, and materials valued at $300 or more, will be discussed on an as-needed basis.
Evaluation of Price will be as follows:
* Scenario A (Routine Call) - 8 labor hours, no travel, $1,000 materials
* Scenario B (Emergency Response) - 4 regular hours, 8 after-hours hours, one trip, two lodging
days, $2,500 materials
* Scenario C (Major Repair) - 40 labor hours, one trip, four lodging days, $15,000 materials
The average of the three evaluated prices will be used to determine the lowest responsive
submission.
For evaluation purposes, all submissions will be evaluated using the same hypothetical travel costs
identified above. Local contractors may enter $0 for travel and lodging if they will not incur those costs.
The hypothetical scenario is for evaluation only and does not guarantee any minimum quantity of work or
travel.

1. The Contractor, for and in consideration of the payment or payments herein specified and
agreed to by the Borough, hereby covenants and agrees to furnish and deliver all the materials
and to do and perform all the work and labor required in the construction of the above-
referenced specialty as submission by the Contractor, which submission and prices named,
together with the Contract Documents (as hereinafter defined) are made a part of this Contract
and accepted as such.
2. It is distinctly understood and agreed that no claim for additional work or materials, done or
furnished by the Contractor and not specifically herein provided for, will be allowed by the
Borough, nor shall the Contractor do any work or furnish any material not covered by this
Contract, unless such work or materials is ordered in writing by the Borough. In no event shall
the Borough be liable for any materials furnished or used, or for any work or labor done, unless
the materials, work, or labor are required by the Contract or on written order furnished by the
Borough. Any such work or materials which may be done or furnished by the Contractor
without written order first being given shall be at the Contractor's own risk, cost, and expense
and the Contractor hereby covenants and agrees to make no claim for compensation for work
or materials done or furnished without such written order.
3. Payment under this Contract shall be made in accordance with the prices agreed to and set forth
in the Contractor's submission for the reference specialty. The Parties acknowledge that funds
for the payment of this contract are subject to the availability of funds lawfully appropriated
for that purpose.
4. The Contractor further covenants and agrees that all materials shall be furnished and delivered
and all work and labor shall be done and performed, in every respect, to the satisfaction of the
Borough, within the designated call-out timeframe; 24-hour response for on-call/emergency
work, and seven (7) business days for scheduled work. The entire contract term shall be
completed on or before June 30, 2027.

5. It is expressly understood and agreed that, should the Contractor fail, refuse, or be unable to
furnish the required materials or complete the work within the time specified, except with the
prior written consent of the Borough, the Borough reserves the right to reassign the work. In
such event, the Borough may offer the work to the next lowest-priced qualified contractor on
its roster. If that contractor is unavailable, declines the work, cannot meet the required schedule,
or is otherwise unable to perform, the Borough may proceed to the next qualified contractor in
order until the work is successfully assigned.
6. The Contractor further covenants and agrees that all work will be done under the administration
of and to the complete satisfaction of the Borough subject to the inspection at all times and
approval by any regulatory agency, and in accordance with the laws of the State of Alaska and
the Borough.
7. For purposes of this Contract, Contracting Officer means the Borough Manager, or any other
person designated by the Borough Manager.
8. The Contractor is an independent contractor and not an employee or agent of the Borough.
9. Contract Documents shall have the meaning ascribed by the General Conditions of the
Construction Contract which can be found at Projects Office | Kodiak Island, AK - Official
Website, and include but are not limited to this Contract, the General Conditions of the
Construction Contract, the Special Conditions, and the following listed documents:
