The City of McDonough seeks qualified individuals to provide professional project management and Scrum services supporting the comprehensive development and implementation of Standard Operating Procedures (SOPs) across all municipal departments. The objective is to create documented processes and procedures that enhance Fiscal Responsibility, Accountability, Transparency, Organizational Development, and Fair and Equitable Policy Development throughout City operations.

· Fee schedule or proposed hourly rate.
· At least three (3) professional references.

Qualifications:
|
Respondents must demonstrate:
· Proven project management experience using agile or Scrum methodologies (Scrum certification preferred).
· Demonstrated expertise developing SOPs, preferably in municipal or governmental contexts.
· Capacity to manage multi-sector initiatives, coordinate departmental teams, and achieve strategic municipal goals.
· Knowledge and experience in public-sector management principles include Fiscal Responsibility, Accountability, Transparency, Organizational Development, and Equity-focused policies.
· Strong experience in stakeholder engagement, needs assessment, grant-writing, and partnership cultivation.
· Exceptional communication, facilitation, and training skills.
· Ability to independently manage multiple complex projects while consistently meeting deadlines.
· Proficiency with project management software, collaboration technology, and virtual meeting platforms (e.g., Microsoft Teams, Zoom).
