Notice to Bidders
Sealed proposals will be received by the Assistant Director of Park Services of the City of
Blue Springs at Carson Ross Community Recreation Complex at 425 NW Mock Ave., Blue
Springs, MO 64015 until 1:00 pm CST, on May 8, 2026, at which time bidding will be
closed. In accordance with the Missouri Sunshine Law, RSMo 610.021., proposals will be
opened on said date and time and only the bidder name and base proposal price will be
read aloud. All other documents will be checked for responsiveness after Bid opening.
The specific locations of the work to be done shall be contained in the special provisions
section of the bid document. The Contractor shall bid on all work.
All equipment, materials, and workmanship must be in accordance with the
Specifications and other Contract Documents.
A Pre-Bid Meeting will be held on by appointment only. An appointment for a pre-
bid meeting is recommended but not required. Addenda will be issued as the City
deems necessary.
Pursuant to 610.021 RSMo Item 12, all documents within a request for proposal will
become open record to the public upon a negotiated contract being executed. All
documents within a request for bid become open record as soon as the bid is opened.
Bidders and proposers should be aware that all documents within a submittal will
become open records.
The City reserves the right to reject any or all proposals and to waive informalities or
deficiencies therein to negotiate with any or all bidders or others for more favorable
terms or prices and to award a contract to other than the bidder submitting the lowest
cost bid proposal with or without negotiation and to determine which is the lowest,

best, and most responsive to accept, at its option, any alternates and to approve the
bond.
In no event shall the City be liable to the Contractor for special, indirect, or
consequential damages. The maximum liability of the City shall be limited to the amount
of money to be paid or received by the City under this Contract.
The Contractor shall defend, indemnify, and hold the City and its elected or appointed
officials, officers, employees, and agents harmless from and against all actual claims and
alleged claims and all damages, including but not limited to losses, liabilities, costs,
expenses and attorney fees arising out of personal injuries, including illness or death,
and damage to, or destruction of, property, which are caused by the Contractor or the
Contractor's agents, employees, sub-contractors or by others for whom Contractor is
liable arising out of or in any way connected with or resulting from, performance of, or
failure to perform, this contract, regardless of whether or not caused in part by any act
or omission of City, its elected or appointed officials, officers, employees or agents.
Contractor affirms that it has had the opportunity to recover the costs of the liability
insurance required in this Contract in its Contract price.
The Contractor shall indemnify and hold the City harmless from all wages or overtime
compensation due its employees in rendering services pursuant to this contract,
including payment of reasonable attorneys' fees and costs in the defense of any claim
made under the Fair Labor Standards Act, the Missouri Prevailing Wage Law, or any
other federal or state law.
The indemnification obligations of Contractor hereunder shall not be limited by any
limitations as to the amount or type of damages, compensation, or benefits payable by
or for the Contractor, under any federal or state law, to any person asserting the claim

against City, its elected or appointed officials, officers, agents and employees, for which
indemnification is sought.
The indemnification obligations herein shall not negate, abridge, or reduce in any way
any additional indemnification rights of the City, its elected or appointed officials,
officers, agents and employees, which are otherwise available under statute, or in law or
equity.
All the provisions in this RFP, which becomes part of the Agreement, are subject to the
terms of Missouri Sovereign Immunity as set forth in section 537.610.2 and 537.610.5 of
the Missouri Revised Statutes. Further, this Contract is not intended to act as a waiver or
limitation of City, or any of its officer's, agent's or employee's rights and/or defenses
regarding sovereign or any other immunity or defense under Federal Law, Missouri Law
or Municipal Regulation.

Request for Proposals
I. INTRODUCTION
The City of Blue Springs, Missouri (hereafter referred to as "the City") is
seeking proposals from qualified Contractors for contracted on-call tree
services for the parks and recreation department. Contractor will be
responsible for responding to on-call needs for the department along with
performing an all-inclusive tree maintenance initial service for Blue Springs
Park including but not limited to full tree trimming, tree assessment, tree
removal, stump grinding, and dead wooding. This will be done in the manner
that the park will be on a three-year tree care rotation. There will be one park
selected after a tree assessment with contractor, agreed upon price and work
to be performed, thereafter the first year at Blue Springs Park. This initial
annual tree work will be performed in the springtime annually.
II. SCOPE OF WORK
The Contractor shall provide a comprehensive tree care program for Blue
Springs Park with pricing as assigned by the City. The intent is to proactively
manage tree health, safety, and aesthetics that require little to no attention
over a three-year timeframe. The following will be required, and one price
shall be given based on the scope for Blue Springs Park.
* Tree assessment and inventory support (inventory can be done once
contractor is selected)
* Tree pruning and trimming

o Maintain 12'-15' over trails and sidewalks and maintain 8'-10' clearance
around structures
* Deadwooding
* Hazardous or dead tree removal
* Stump grinding
* Debris removal and site restoration
The Contractor shall provide an emergency tree service (on call) for the city
based on an as needed basis. Contractor shall be available 7 days a week and
be able to respond within 48 hours of initial contact and within 12 hours of
emergency call. Most tree work will be done during working hours unless
trees are in imminent threat of life or structure or blocking street or parking
lot. Listed below is the scope of the emergency tree work.
* Hazardous tree removal
* Fallen tree that parks and recreation team is unable to handle
* Storm cleanup
* Stump grinding as needed.
* Haul off and disposal if needed.
Contractor shall provide pricing on the submittal page for size of tree pricing,
hazardous tree pricing, emergency tree pricing, and emergency after hours
pricing.

IV. QUALIFICATIONS OF RESPONDENTS
Respondents to this request shall be able to demonstrate ability to comply
with the following minimum requirements:
A. The contractor must be able to show performance of work and
provide references on (3) three projects of similar size and scope
during the past (5) five years (complete References Sheet).
B. The contractor shall meet the requirements of the (list specific
certifications or licenses required).
C. The contractor must be able to demonstrate the capabilities and
background of qualified personnel and firm profile.

V. REQUIREMENTS FOR PROPOSAL SUBMITTAL
Refer to Checklist for additional requirements and forms.
A. The proposal must include the names, addresses, telephone
numbers, and current licenses and Certifications of the
Contractor, as well as appropriate brochures and equipment
submittals
B. All key personnel that will be assigned to the project, and their
anticipated involvement in the project
C. Past projects that relate to similar city or government
design/construction of a similar size, scope, etc., and the name
and telephone number of a contact person from that entity, who
will be familiar enough with the past project to give a reference
(complete References Sheet).
D. An itemized cost schedule with any cost breakdown information
E. A detailed time-line schedule for the completion project
F. All pricing should include all rates as applicable with regard to
the current Missouri Prevailing Wage Order. Federal wage rates
are subject to modification.
VI. EVALUATION PROCEDURE / CRITERIA FOR SELECTING CONTRACTOR
The selection of the best proposal will be based mainly but not entirely on the
following criteria:

A. Qualifications and Direct Experience - Includes performance and
references for similar size and scope of projects
B. Compliance with the requirements of this Request for Proposal
C. Proposed construction schedule
D. Proposed materials and equipment
E. Cost
The City reserves the right to reject any or all proposals and to waive
informalities or deficiencies therein to negotiate with any or all bidders or
others for more favorable terms or prices and to award a contract to other
than the bidder submitting the lowest cost bid proposal with or without
negotiation and to determine which is the lowest, best, and most responsive
to accept, at its option, any alternates and to approve the bond.
VII. AUTHORIZATION TO BEGIN WORK
The selected provider of these services will be given a notice of intent to
contract within one week of proposals being received. Once the notice of
intent is given, an agreement will be provided to the contractor for review and
signatures. The selected contractor will then be required to sign the
agreement and submit the following documents with the agreement:
A. Proof of Insurance with the City of Blue Springs named as
additional insured with liability limits of $2,000,000 per occurrence
and $2,000,000 in aggregate, $1,000,000 automobile liability and
worker compensation at the statutory limits for the State of
Missouri
