Contract P2024-07: Liquid Chlorine in One Ton Cylinder

Project Description: The Delaware County Regional Water Quality Control Authority (DELCORA) will receive sealed bids online for Contract P2024-07, LIQUID CHLORINE IN ONE TON CYLINDER. Sealed bids may be submitted and updated online via the PennBid™ Program until 10:00 AM local time on December 10, 2024, at which time all bids will be publicly opened and read aloud at 100 E. 5th Street, Chester, PA 19013. All bidding documents and solicitation details are available at no cost at PennBid™ - www.PennBid.net.
A bid bond or certified check for the amount of 10% of the total bid shall be required. All required bonds are to be issued by a surety licensed to do business in the Commonwealth of Pennsylvania. All contractors and subcontractors must be in compliance with the Public Works Employment Verification Act. In addition, proof of previous experience with this type of work will be required. Each bid shall be submitted in accordance with the Instructions to Bidders included as part of the bidding documents.
ALL BIDDERS SHOULD BE AWARE THAT ALL OF THE TERMS AND CONDITIONS SET OUT IN THE BIDDING DOCUMENTS MUST BE STRICTLY ADHERED TO AND ARE NOT SUBJECT TO NEGOTIATION AFTER THE BID IS AWARDED. ALL QUESTIONS CONCERNING COMPLIANCE WITH THE TERMS AND CONDITIONS MUST BE RAISED PRIOR TO SUBMISSION OF THE BID AND SUBMISSION OF THE BID SHALL CONSTITUTE THE BIDDER’S EXPRESS AGREEMENT TO COMPLY WITH THE TERMS AND CONDITIONS SET OUT IN THE BIDDING DOCUMENTS. ALL BIDS, EXPERIENCE STATEMENTS, BONDS, AND INSURANCE CERTIFICATES MUST BE EXECUTED ON THE FORMS PROVIDED IN THE BIDDING DOCUMENTS.
A mandatory Pre-Bid Meeting will be held on Monday, November 25, 2024, at 10:00 A.M. at the DELCORA Western Regional Treatment Plant, Maintenance and Stores Conference Room, 3201 West Front Street, Chester, PA 19013. All questions concerning Contract P2024-07 shall be submitted via the “Ask a Question” feature in PennBid no less than ten (7) working days before the Bid opening date.
The accepted bid will be awarded by the DELCORA Board of Directors at a subsequent public meeting. DELCORA reserves the right to reject any and all bids for any cause whatsoever, to eliminate any item or items from the contract, to waive any informality or irregularity in the bids, and exercise its judgement as to the comparative merit of the products and services offered. Award of the contract, if awarded, will be to the lowest responsible and responsive bidder. Bids may be held by DELCORA for a period not to exceed sixty (60) days from the date of the opening of the bids for the purpose of reviewing the bids and investigating the qualifications of bidders, prior to awarding the Contract.
