CONTRACT NO. 26-1 LOW PRESSURE SANITARY SEWER EXTENSIONS PROJECT

Project Description: NOTICE IS HEREBY GIVEN that sealed bids or proposals for the construction of
approximately 12,200 feet of 2-, 3- and 4-inch low pressure sanitary sewer main and appurtenances,
including road/site restoration and extension of services to roughly 115 properties will be received
online via the PennBid Program (www.PennBid.net) by:

Until 10:00 AM prevailing time, Tuesday, May 19, 2026 at which time they will be electronically
opened.
The Bids will be received for the following Contract:

Sets of the Specifications and Contract Documents may be obtained on the PennBid website.
All proposals shall be submitted in accordance with INSTRUCTIONS TO BIDDERS, Paragraph
14 - Bid Submission. A Certified Check or Bid Bond drawn to the order of Franconia Sewer Authority
in the amount equal to ten percent (10%) of the amount of the bid must be submitted with the proposal
as bid security.
NONDISCRIMINATION IN EMPLOYMENT
Bidders on this work will be required to comply with the Pennsylvania
Human Relations Act No. 222. The requirements for Bidders and
Contractors under these enactments are explained in the Specifications.
The Franconia Sewer Authority hereby reserves the right, which is understood and agreed to by
all bidders, to refuse any or all bids submitted; and also reserves the right to waive any informality in
bids received, but any contract awarded will be to the lowest responsive, responsible bidder.
Except as otherwise provided by law, no Bidder may withdraw his bid within sixty (60)
consecutive calendar days after the actual date of opening thereof or one hundred twenty (120)
consecutive calendar days if the award is delayed by a required approval of another governmental
agency, the sale of bonds or the award of a grant or grants.
