PURPOSE AND SCOPE OF WORK
Energy Audit and Benchmarking Services for Multifamily Buildings

Purpose
The City of Takoma Park Maryland is seeking a qualified and experienced firm to conduct building
energy assessments for awardees of the City’s Multifamily Building Improvement Grant Program
(MFBIG).
The City of Takoma Park is committed to achieving its ambitious sustainability goals, as outlined in
the Sustainability and Climate Action Plan. The City has set a target of "Net Zero by 2035" and
seeks to integrate decarbonization strategies and resilience into cross-department programs. One
such action is the Multifamily Building Improvement Grant (MFBIG), a program launched in 2024,
which assists small-scale multifamily building owners within the City in making electrification
upgrades. In line with these objectives, the City is seeking proposals from qualified vendors to
execute an energy audit and subsequent energy benchmarking for up to eight (8) multifamily
buildings in the City of Takoma Park. All buildings involved in this program are 30 units or smaller.
The energy auditing and benchmarking work will serve as a pre-cursor to determine energy
efficiency and potential electrification measures in commons area of each building, while
simultaneously identifying direct in-unit installs in individual apartments. The audit will result in a
formulated report of project recommendations, which will support grant award decisions made
by City staff as part of the program. For FY27, awards will be executed at 80% of total project cost,
with a 20% required match and commitment to apply to the Multifamily Energy Efficiency and
Housing Affordability Program (MEEHA) for potential additional funding. It is anticipated that
between 4-6 properties in total will be granted awards.
In order to facilitate successful audits and clarify expectations among all building owner
stakeholders involved, City staff will provide the vendor with a rubric for ranking potential projects,
and information on what types of projects can be included in the scope of the grant awards. It is
anticipated that award funding will be sufficient to cover at least one project per property, with a
strong preference on projects that directly install or advance the building towards total
electrification.
Scope of Services & Deliverables
The City is seeking a vendor to execute an ASHRAE Level II type energy audit for five smaller scale
buildings (30 units or fewer) that includes the following:
1. Preliminary Data Collection and Scheduling:
● Analyze information given from City about selected cohort of buildings, including
location, utility bills and configuration of billing, square footage, etc.
● Schedule site visits directly with property owners and obtain any necessary information
for accessing buildings.
● Familiarity or approval as a registered contractor under Pepco’s Quick Home Energy
Check (QHEC) program would be preferred.
2. Conduct Common Area Assessments:
● Perform on-site assessments in common areas of each building, to include the following:
o Electrical panel capacity
o Water heating
o Insulation levels
o Air leakage
o Heating and cooling systems
o Windows and doors
o Lighting, lighting controls, and appliances
o Attic conditions (as accessible)
o Assessment of building exterior, including assessment of trees/shade for solar
potential
3. Conduct In-Unit Assessments and, when possible, direct install of Energy Saving Products:
● Perform on-site assessments in each unit, to include the following:
o Insulation levels
o Air leakage
o Bathroom and kitchen fans
o In-unit heating and cooling systems
o Windows and doors
o Lighting
o Appliances (fridge, dishwasher, oven/range, washer/dryer, etc.)
o In-unit water heating equipment
o Carbon monoxide (CO) readings and testing for natural gas leaks
o Any notable health and safety concerns
● Direct in-unit installation, where appropriate, of the following:
o EnergyStar certified LED bulbs
o Showerhead adapters
o Faucet aerators
o Smart power strips
o Smart thermostats
o Water heater piper wraps
4. Project Scope Development:
● Provide a detailed report of project recommendation to the building owner and City
Staff.
o Recommendations to include:
