CONTRACT BUILDING OFFICIAL AND INSPECTION SERVICES

The City of Fountain Inn, South Carolina, is soliciting Statements of Qualifications (SOQs) from qualified firms or individuals to provide Building Official and Inspection Services on a contractual basis. The City seeks to contract with an experienced and certified provider to carry out services related to building code compliance, plan review, inspections, and related administrative duties in support of the City’s Building Services operations.

The selected contractor will function as the City’s Building Official and will provide services including, but not limited to:

•Performing plan reviews for building permit applications (residential and commercial).

•Conducting field inspections for building, plumbing, electrical, mechanical, energy code, and related compliance.

•Enforcing the adopted South Carolina Building Codes and related ordinances.

•Issuing certificates of occupancy.

•Providing consultation to City staff, contractors, developers, and the public.

•Attending meetings (in person or virtual) as needed.

•Maintaining appropriate records and documentation.

•Preparing reports and code enforcement recommendations.

•Supporting the City during building code updates or transitions.

•Providing after-hours or emergency inspections when required.

•All services must comply with applicable federal, state, and local laws, including the latest editions of the South Carolina-adopted International Building Codes.
