INVITATION TO BIDDERS
Sealed bids for performing the Contract identified below will be received by the Passaic Valley Water Commission, at its offices located at 1525 Main Avenue, Clifton, New Jersey, on Thursday, February 12 th , 2026 at 2:00 p.m., local time, at which time and place said bids will be publicly opened and read. No bids shall be received after the time designated in this Invitation to Bidders.

EMERGENCY WATER MAIN REPAIRS AND APPURTENANCE REPLACEMENT
This Contract consists of emergency and on-call services that will be awarded up to one (1) Contractor. Response time for performing emergency services shall be within four (4) hours of notification and issuance of specific scope by Owner. Response time for on-call services shall be within seven (7) calendar days of notification and issuance of a specific scope of work by the Owner. Scopes of work may be issued at multiple times throughout the life of the contract. The contractor is responsible for providing all labor, supervision, trade skills, materials, and equipment required for the work as described in the Construction Documents. This Contract primarily includes scope related to the repair of water main break, as well as cured-in-place pipe lining. This Contract also includes installation of hydrants, gate valves, wet tapping, insertion valves, and service lines on an as needed basis as directed by PVWC.
Information and Instructions for Bidders, Specifications and other Contract Documents are available in electronic form by forwarding an e-mail request to lbresemann@pvwc.com. Each submission shall be provided on the standardized forms as supplied in the submission package and the said standardized forms shall not be modified or altered in any way.
Bidders shall comply with the requirements of the Local Public Contracts Law N.J.S.A. 40A:11-1 et. seq. as supplemented and amended; Ownership Disclosure Notice (P.L. 1977, c 33) N.J.S.A. 52:24.1 and Affirmative Action Requirements. (P.L. 1975 c 127) N.J.S.A. 10:5-32 in addition to other applicable State Laws.
The Contractor shall submit any questions regarding the bid documents by no later than ten (10) business days prior to the bid opening to the project representative listed in the bid documents.
The successful bidder for the Contract shall be required to comply with the prevailing local minimum wage rates as determined by the New Jersey Department of Labor.
Within the parameters established by the governing law, the Commission reserves the right to reject any and all bids or to waive minor informalities or irregularities in the Proposals received and to award the contract to the lowest responsible bidder.
