Scope of Services
1.0        PURPOSE

A.        This document shall serve to provide interested parties with specific information as to the Procedures for Selection of multiple Firms where the method of compensation is a Negotiated Fee on a Guaranteed Maximum Price. Pursuant to Chapter 1013, Florida Statutes, the Florida Consultant’s Competitive Negotiation Act, Section 287.055 Florida Statutes, and Rule 6A-2.0010, Florida Administrative Code, the School District of Osceola County, Florida will consider the contracting with multiple firms to provide construction management services on an as-needed basis as outlined in the Scope of Services.
B.        In determining whether a firm is qualified, the School District of Osceola County, Florida shall consider such factors as supporting office location(s), experience and past performance, proposed project staff and functions, project approach, scheduling methodology, and references.
2.0        SCOPE OF SERVICES

The Consultant shall perform the services described herein, and other required professional services on an “as needed” basis, as designated, authorized, and assigned by School Board, and School Board agrees to compensate Consultant for such services in accordance with this Contract. Anticipated services may include, but not be limited to the following:
1.        Represent the School District as the Engineer of Record and provide construction administration services, as needed.

2.        The Consultant shall provide Design/Engineering Services based on the current School District of Osceola County Design Guidelines.
3.        Schedule and facilitate design review meetings with Osceola County School District Staff. The Consultant is responsible for facilitating the design meetings, distributing an agenda for each meeting and managing a sign-in sheet.
4.        Provide complete Mechanical, Electrical, and Plumbing Design/Engineering Services and related services to include schematic, design development, cost estimates, and construction documents. The Consultant is required to coordinate the professional services required to support the completed design of the Project.
5.        The Consultant shall design systems based on the High-Performance Building Criteria to achieve an Energy Use Intensity (EUI) requirement of 25 or less and a building envelop Air Leakage (Infiltration and exfiltration) maximum of 0.20 CFM/SF at 75Pa. Although renovated buildings are not required to meet the same high-performance requirements as new buildings, there is an expectation for energy efficiency in operational design. The pre-construction EUI will be provided to the consultant and energy conservation measures to reach a minimum of 30% energy reduction shall be presented for consideration during renovations which include HVAC, lighting and domestic water upgrades or replacements. In the case of complete MEP systems replacement, the building shall achieve an EUI of 35 or less.
6.        The Consultant shall provide cost of construction estimates throughout the design process and shall provide adjusted estimates, as may be required. If the Consultant has determined the estimated cost of construction has changed during any phase of design, the Consultant shall provide the adjusted estimate, in writing, to the Owner’s Project Representative and the Facilities Division’s Director of Design and Construction Services.
7.        The School District will negotiate a preconstruction services agreement with the selected Construction Management firm, so the Consultant and the Consultant’s Subconsultants can work with the Construction Management firm and the School District’s Facilities Division Staff on the development of 100% construction documents. The Consultant and the Consultant’s Subconsultants will be required to work with the assembled Project Team to ensure completion of a successful project.
8.        Provide investigation, identification, analysis and recommendations associated with bidding, construction contract negotiations, value engineering and cost change evaluation.
9.        Review and comment on matters related to State Requirements for Educational Facilities, District Design Guidelines/Specifications, and design guidelines/specifications prepared by other consultants.

10.         Provide inspection and reporting services for existing MEP Systems to identify potential problems that relate to, but are not limited to, materials, workmanship and system age. Inspection and reporting services may also include all phases of design and construction. Recommended solutions to identified problems must also include a detailed cost estimate.
11.        Provide prompt response to Plan Review (PLNPR) comments, Requests for Information (RFI), Proposal Requests (PR) and design/construction related processes. Engineer will provide review of all costs events and changes to make sure the costs are fair and reasonable and in concert with the changes in scope. The management of these processes, as well as other communications, will be within the School District’s Project Management Solution, Trimble Unity Construct.
12.        If requested, the Consultant will provide drawings that allow for the management of Building Information Modeling for collision analysis.

13.        The Consultant shall design the MEP Commissioning process into the design documents.
14.        Meeting Minute Management- All meetings shall be documented in Trimble Unity Construct using the Meeting Minutes Forms. The sign-in sheet, meeting minutes and any other documents distributed during the meetings must be attached to the appropriate Meeting Minutes Form, and then uploaded to Trimble Unity Construct after each meeting. The Consultant is responsible for facilitating the design meetings, distributing an agenda for each meeting and managing a sign-in sheet.
15.        Design Development- The Consultant shall prepare Design Development Documents, as requested, consisting of drawings and other documents to fix and describe the size and character of the Continuing Service Project as to mechanical and electrical systems, materials, and such other elements as may be appropriate. The Consultant may also provide planning services and shall review and modify project plans, programs, and schedules to reflect Owner-desired changes for approval by the School Board. The Design Development Documents shall comply with all applicable laws, statutes, ordinances, codes, orders, rules and regulations, as well as the District’s design standards and the State Requirements for Educational Facilities.
16.        Construction Documents- Based on the approved Design Development Documents and any further adjustments in the scope of quality of the Project or in the Project Construction Budget, the Consultant shall develop, for approval by Owner, Construction Documents that refine the Design Development Documents to provide a complete set of Drawings, Plans and Specifications setting forth in detail the requirements for the construction of the Continuing Service Project. The Consultant is solely responsible for the project design and must clearly identify the resulting effects of cost savings, which may have been suggested by the Consultant, its subconsultants, separate consultants, or subcontractors, the Construction Contractor or the Owner. The Construction Documents shall comply with all applicable laws, statutes, ordinances, codes, orders, rules and regulations, as well as the District’s design standards and the State Requirements for Educational Facilities.
17.        Permitting Services- The Consultant will prepare, file, and coordinate the approval of all permitting actions, document reviews and approvals with all city, county, state, and Federal bodies having jurisdiction and authority for the permitting, document reviews, and approvals. The Consultant will document and proactively work to resolve permitting issues (if any) in a timely manner.
18.        Bidding- The Consultant shall assist the Owner’s Project Representative in the bidding phase of the Project and respond to questions concerning the Plans and Specifications.
19.        Construction Administration- The Consultant shall provide Construction Administration from the date of award of each Task Assignment through the date of issuance of the final Application for Payment, and during any corrective Work, if authorized by the Owner’s Project Representative. The Consultant will visit the project site on a regular basis (not less than biweekly) and as appropriate to the stage of construction in effort to be familiar with the progress and quality of the completed Work, and have the ability to determine if the Work is being performed in a manner indicat¬ing that the Work, when completed, will be in accordance with all of the requirements of the Contract Documents. Upload site observation report within 2 days following the site visit – include photos. The Consultant shall also work with the Owner’s Project Representative to manage the Project Closeout process.
20.        Certificate of Substantial Completion. When the Owner’s Project Representative and the Architect determine that the Work or designated portion thereof as defined in the Contract Documents is substantially complete, the Architect shall issue a Certification of Substantial Completion which establishes: the date of substantial completion; the “Substantial Completion Punch List”; the date by which the Construction Contractor shall complete all items on the Substantial Completion Punch List, and such other items as the Architect and the Owner’s Project Representative deem appropriate. The Certificate of Substantial Completion shall be executed by the Architect, Construction Contractor and Owner.
21.        Certificate of Final Inspection. The Certificate of Final Inspection is to be issued by the Consultant when the Consultant has completed a satisfactory final inspection of the Project and a thorough review of the Construction Manager’s final Application for Payment. One copy of the CFI shall be submitted to the Owner for all projects that have an A/E of Record with construction costs exceeding $300,000 as per Section 1013.37(2)(c), F.S.
22.        Provide review and comment services related to warranty service requests.
23.        Provide technical support through the use of other consultants when specialized areas of expertise are needed.
24.        Provide all Original Work Product to the Owner’s Project Representative upon final completion of the Project. Original Work Product shall include but not be limited to all computer-generated electronic documents (CADD files and specifications) in compliance with District standards. CADD Record Documents shall match the final printed as-built files to include all markups, notes, and revisions.
25.        Provide support with school site analysis, educational specification preparation, construction project budgeting, etc. in accordance with:

a.        The current edition of FBC, Statutes, Administrative Code and State Requirements for Educational Facilities.

b.        Osceola County Educational or Ancillary Specifications, where required.

c.        Current industry standards.
26.        Attend School Board meetings/workshops, as requested by District Staff.
