SOLICITATION
TENTATIVE SOLICITATION SCHEDULE
Listed above are the tentative dates and times of the project and schedule by which the actions noted must
be completed. If the City finds it necessary to change any of these dates and/or times, the change will be
accomplished by addenda. All dates and times are subject to change at the City’s discretion.
THE QUALIFICATIONS PACKAGE
Each submittal in response to this RFQ must contain the following documents:
• Proposal Cover Sheet
• Proposer’s Minimum Qualifications, including the information requested in Section 1.04
• Schedule of Subcontractors, where applicable
• Reference List
• Attachments A – K
Pursuant to. § 119.07 (b). Fla. Stat., sealed bids, proposals or replies received by an agency pursuant to a
competitive solicitation are exempt from final inspection until such time as the agency provides notice of an
intended decision or until thirty (30) days after the opening of the bids, proposals or final replies, whichever is
earlier.
COMPLETION OF QUALIFICATION SUBMISSION PACKAGE
It is the responsibility of the Proposer to ensure that all pages are included. All Proposers are advised to closely
examine this RFQ.
All proposals must be submitted on the proposal forms provided. Proposals submitted on Proposer’s letterhead
or forms will not be accepted; provided, however, an addendum may be added to the proposal form to further
explain qualifications.
Proposal forms must be neatly written in ink or typed and must be signed in ink by an officer or employee having
authority to bind the proposer (where a signature is required). Failure to submit a duly signed proposal may be
cause for rejection of the proposal.
EXPENSES
The City of Brooksville is not responsible for expenses incurred prior to award.
HOW TO SUBMIT A RESPONSE
The original and five (5) copies of the proposal must be submitted in a sealed envelope. ENVELOPES
CONTAINING PROPOSALS MUST BE IDENTIFIED AS PROPOSAL RFQ-COB-2026-0006 marked on the
outside of the envelope with title, and date submissions are scheduled to be received.
Please refrain from using staples or binders; original and copies can be separated by individual envelopes or
binder clips.

Any response(s) received after 11:30 AM on Thursday, April 30, 2026, whether by mail or otherwise, will be
returned unopened. The time of receipt shall be determined by the time clock located in City Hall. Proposers are
responsible for ensuring that their response is stamped by City personnel by the deadline indicated.
Responses submitted by telephone, telegram facsimile, or email shall not be accepted.
Submission of a Response implies a full understanding of this RFQ. Any misunderstanding as to such terms by
the Proposer will not relieve the Proposer from performance.
PROPOSAL REJECTION
Proposals may be rejected for noncompliance to requirements after review by the City.
The City reserves the right to reject any or all statements of qualifications, waive minor irregularities, and cancel,
revise, or reissue this RFQ in the City’s best interest. Selection shall be made in accordance with section
287.055, Florida Statutes, based on the qualifications demonstrated of responding firms.
OFFICIAL SOLICITATION DOCUMENTS
The City of Brooksville officially distributes solicitation and addenda documents through the Florida Online Bid
System (www.BidNetDirect.com), Euna OpenBids (demandstar.com), and the City of Brooksville website.
Solicitation documents may be downloaded using these systems.
The City of Brooksville is not responsible for solicitation and addenda documents obtained from sources other
than the Florida Online Bid System, Euna OpenBids, the City website or the City Procurement Division. Vendors
who submit responses and later claim they did not receive complete documents or had no knowledge of any
change, modifications, or additions made to the official solicitation documents shall still be bound by the
solicitation, including any changes, modifications, or additions to the official solicitation documents.
Only vendors who properly register and obtain solicitation documents directly from the Florida Online Bid System,
Euna OpenBids, or the City website will receive addenda and other important information if issued.
All addenda can be found on the City website, the Florida Online Bid System, Euna OpenBids or obtained
through the City Procurement Division. Vendors are responsible for acquiring knowledge of changes,
modifications, or additions to official solicitation documents.

PRE-PROPOSAL CONFERENCE
A Pre-Proposal Meeting will be held on Tuesday, March 31, 2026, at 11:30 AM, at Council Chambers at the City
of Brooksville City Hall, 201 Howell Ave., Brooksville, FL, 34601. The purpose of the pre-proposal conference is
to allow potential Proposer/Contractors an opportunity to present questions to staff and obtain clarification of the
requirements contained in the solicitation. This conference will be held only once and is open to the public.
COMMUNICATIONS REGARDING THIS SOLICITATION
From issuance of this RFQ until the expiration of the 72-hour period following the City’s posting of its notice of
intended award, excluding Saturdays, Sundays, and legal holidays, respondents and persons acting on their
behalf may not contact any City official, employee, evaluation committee member, or other person involved in
this solicitation concerning any aspect of this solicitation, except in writing to the City’s designated procurement
contact or as otherwise expressly provided in the solicitation documents. Violation of this provision may be
grounds for rejection of the respondent’s submittal.

Services
SUMMARY OF WORK
OVERVIEW:
In accordance with the Consultants’ Competitive Negotiation Act (F.S. 287.055), the City of Brooksville
seeks statements of qualifications from firms to provide miscellaneous continuing professional
engineering, surveying, and design services on an as-needed basis in connection with the development
and improvement of the City of Brooksville infrastructure or projects such as Community
Redevelopment Agency (CRA) task orders. Respondents may submit qualifications for one or more of
the professional services disciplines identified below. The scope of services for each project will be
negotiated as project needs arise. The City intends to contract directly with one or more qualified firms
in each discipline. Where multi-disciplinary teaming is required, the City may request multiple firms to
work together on a project, or may retain a firm in one discipline as a subconsultant to another
professional firm selected through this process, as applicable.
SCOPE OF SERVICES:
A. Civil Engineering Services: Provide general consultation and civil engineering services for
miscellaneous City projects, including, but not limited to, civil engineering design; preparation of plans,
specifications, and construction documents; preliminary budget estimates; bidding assistance;
construction administration; on-site representation; and services required to secure engineering,
drainage, and other applicable permits. Services may include roadway, drainage, stormwater, utility,
site, trail, pedestrian, and related civil infrastructure improvements, together with other miscellaneous
civil engineering services required by the City. Required consultation services may include coordination
with and compliance assistance related to the Florida Department of Environmental Protection (FDEP),
Southwest Florida Water Management District (SWFWMD), Hernando County Health Department, and
other applicable federal, state, regional, and local regulatory agencies. Upon request, the consultant
may also be asked to perform responsible engineering-related administrative work and to attend City
Council meetings and other selected meetings.
B. Traffic Engineering Services: Provide general consultation and traffic engineering services for the
City, including, but not limited to, traffic engineering design; review and preparation of traffic studies;
traffic operations analysis; traffic calming evaluations; parking analysis; signal design; multimodal
transportation planning; roadway and intersection operational assessments; and other related traffic
and transportation engineering services. Services may also include support for pedestrian circulation,
trail connectivity, safety studies, and related transportation planning and engineering assignments
where traffic engineering expertise is required.
C. Land Surveying Services: Provide land surveying services for the City, including, but not limited
to, boundary, topographic, route, and construction surveys; layout work; preparation of as-built
