The Public Utility Commissionof Texas (PUCT) is issuing a Request for Proposals (RFP) for a Contractor to provideconsulting services regarding CenterPoint Energy HoustonElectric LLC’s (CenterPoint) securitization financing of system restorationcosts incurred as a result of two storms that occurred in May 2024. ThisRFP is issued pursuant to Texas Utilities Code §§ 14.001, 36.401-36.403, and39.301.

The issuance of securitizedbonds involves highly specialized expertise and experience in capital market conditionsand debt financing, and the proposed consulting contract will procure services thatenable the Commission to fulfill the statutory requirement of §39.301, whichstates that “the [C]ommission shall ensure that the structuring and pricing ofthe transition bonds result in the lowest transition bond charges consistentwith market conditions and the terms of the financing order."
