GESA Project Consulting Services As listed in the Commonwealth’s Guaranteed Energy Savings Act Project (GESA) Invitation to Qualify (ITQ) in accordance with the Guaranteed Energy Savings Act requirements of the Commonwealth Procurement Code, 62 Pa.
