Solicitation Summary
WSSC Water seeks to assess the feasibility of migrating from its legacy IBM-based document management infrastructure (DataCap and FileNet) to a modern, cloud-native architecture built on Microsoft technologies. This Proof of Concept (POC) will evaluate whether SharePoint Embedded, Azure-native services, and/or any modern front-end technologies can effectively replace existing capabilities while improving operational efficiency, user experience, and system integration.
WSSC Water currently relies on IBM DataCap for document capture and processing, and IBM FileNet for document management and workflow automation. As part of its digital transformation strategy, the organization is exploring a unified Microsoft ecosystem that can deliver equivalent or enhanced functionality while reducing vendor complexity and total cost of ownership.
This POC will validate the technical viability, user experience, integration capabilities, and operational readiness of a Microsoft-based solution stack through two integrated use cases:

A modernized warehouse ordering system, currently implemented on FileNet, reimagined as a metadata-driven, workflow-enabled solution built on SharePoint Embedded and integrated with Oracle EBS using any modern front-end technologies, preferably React.

A web-based scanning platform developed using any modern front-end technologies, preferably React, that utilizes Microsoft Azure Document Intelligence/Document Recognizer (or similar technologies but not IBM products) for intelligent document classification, metadata extraction, and validation, with secure export to SharePoint Embedded for storage, indexing, and retrieval.
