Consulting Services for Evaluation of Sports Stadium Development
Proposals
1. Introduction
The City of Green Bay ("City") is seeking information from qualified consulting firms with demonstrated
experience advising public-sector clients on the evaluation of sports stadium and sports-anchored mixed-
use development proposals.
The purpose of this Request for Information (RFI) is to identify firms with relevant expertise and to better
understand the range of advisory services available to support City staff and elected officials in reviewing
potential stadium-related development proposals. The City anticipates using responses to this RFI to
inform a potential future Request for Qualifications (RFQ) and/or Request for Proposals (RFP).
This RFI is issued for planning and informational purposes only and does not constitute a solicitation for
proposals or the award of a contract.
2. Background
The City of Green Bay and the United Soccer League (USL) have signed a Letter of Intent (LOI) to
explore bringing professional men's and women's soccer teams to the city. This agreement initiates a 10-
month, exclusive negotiation period to develop a new, multi-purpose stadium and surrounding
entertainment district. The City is actively coordinating with the USL to identify potential sites for
development and will be tasked with reviewing conceptual plans and development proposals. These
proposals will include a range of public-private partnership structures and may involve participation by
multiple stakeholders, including private developers, sports organizations, and public agencies.
Potential areas of City involvement in such projects could include:
* Land assembly or disposition
* Infrastructure participation
* Tax Increment Financing (TIF) or other financing tools
* Public ownership or lease structures
* Operating agreements or shared-use arrangements

may serve as a comprehensive advisor; team-based responses offering complementary expertise are
encouraged.
3. Purpose of the RFI
The objectives of this RFI are to:
* Identify qualified consultant teams with relevant stadium advisory experience
* Understand the range of services available to support proposal evaluation
* Learn about typical scopes of work and deliverables
* Obtain preliminary information regarding potential cost structures
* Inform the development of a future procurement process, if pursued
4. Anticipated Consultant Support Areas
The City is interested in understanding consultant capabilities across the following areas. Respondents
may address all or a portion of these categories.
A. Independent Proposal Evaluation
Potential services may include:
* Review of developer-provided assumptions and projections
* Evaluation of attendance projections and utilization assumptions
* Benchmarking of comparable facilities and markets
* Review of capital construction cost assumptions
* Review of operating cost projections

Potential services may include:

C. Economic and Fiscal Impact Review
Potential services may include:

5. Information Requested from Respondents
Respondents are requested to provide the following information.

Describe experience providing advisory services to municipalities or public agencies related to:

with whom your firm may have a past or current business relationship.

Provide examples (or summaries) of typical deliverables prepared for municipal clients, such as:

E. Project Team
Identify anticipated team members and their roles. Include a brief summary of relevant experience for key
personnel.

6. Potential Future Procurement Process
Information received through this RFI may be used to inform a future Request for Qualifications (RFQ)
and/or Request for Proposals (RFP). Submission of a response to this RFI is not required in order to
participate in any future procurement process.
