Proposals
1. Introduction
The City of Green Bay ("City") is seeking information from qualified consulting firms with demonstrated
experience advising public-sector clients on the evaluation of sports stadium and sports-anchored mixed-
use development proposals.
The purpose of this Request for Information (RFI) is to identify firms with relevant expertise and to better
understand the range of advisory services available to support City staff and elected officials in reviewing
potential stadium-related development proposals. The City anticipates using responses to this RFI to
inform a potential future Request for Qualifications (RFQ) and/or Request for Proposals (RFP).
This RFI is issued for planning and informational purposes only and does not constitute a solicitation for
proposals or the award of a contract.
2. Background
The City of Green Bay and the United Soccer League (USL) have signed a Letter of Intent (LOI) to
explore bringing professional men's and women's soccer teams to the city. This agreement initiates a 10-
month, exclusive negotiation period to develop a new, multi-purpose stadium and surrounding
entertainment district. The City is actively coordinating with the USL to identify potential sites for
development and will be tasked with reviewing conceptual plans and development proposals. These
proposals will include a range of public-private partnership structures and may involve participation by
multiple stakeholders, including private developers, sports organizations, and public agencies.
Potential areas of City involvement in such projects could include:
* Land assembly or disposition
* Infrastructure participation
* Tax Increment Financing (TIF) or other financing tools
* Public ownership or lease structures
* Operating agreements or shared-use arrangements
* Public access considerations
* Long-term capital maintenance and lifecycle facility reinvestment

The City seeks to identify experienced consulting firms capable of providing independent technical,
financial, and strategic advisory services to support the evaluation of potential stadium development
proposals and, potentially, subsequent negotiation phases, with the expectation that the selected consultant
may serve as a comprehensive advisor; team-based responses offering complementary expertise are
encouraged.
3. Purpose of the RFI
The objectives of this RFI are to:
* Identify qualified consultant teams with relevant stadium advisory experience
* Understand the range of services available to support proposal evaluation
* Learn about typical scopes of work and deliverables
* Obtain preliminary information regarding potential cost structures
* Inform the development of a future procurement process, if pursued
4. Anticipated Consultant Support Areas
The City is interested in understanding consultant capabilities across the following areas. Respondents
may address all or a portion of these categories.
A. Independent Proposal Evaluation
Potential services may include:
* Review of developer-provided assumptions and projections
* Evaluation of attendance projections and utilization assumptions
* Benchmarking of comparable facilities and markets
* Review of capital construction cost assumptions
* Review of operating cost projections
* Review of proposed revenue sources and sharing structures
* Modeling worst-case and moderate-case scenarios for attendance and revenue
B. Public Finance and Risk Analysis
Potential services may include:
* Evaluation of public financing structures
* Review of potential TIF participation scenarios
* Analysis of infrastructure cost exposure
* Debt capacity considerations
* Lifecycle capital maintenance obligations
* Risk identification and allocation analysis

C. Economic and Fiscal Impact Review
Potential services may include:
* Independent review of economic impact studies
* Analysis of substitution effects and displacement impacts
* Evaluation of tax revenue assumptions
* Review of regional visitation assumptions
* Assessment of fiscal impacts to the City and related jurisdictions
D. Site and Development Feasibility Considerations
Potential services may include:
* Review of site suitability assumptions
* Parking and access considerations
* Infrastructure requirements
* Development phasing assumptions
* Integration with surrounding land uses
* Mixed-use district feasibility considerations
* Integration with existing City plans
E. Negotiation Strategy Support
Potential services may include:
* Review of proposed term sheets

* Identification of enforceable targets for local hiring and living wage requirements

G. Industry Insight
Based on your experience, please describe:
* Common challenges or pitfalls municipalities face when evaluating or negotiating stadium
developments
* Best practices to mitigate risk and protect public interests
5. Information Requested from Respondents
Respondents are requested to provide the following information.
A. Firm Overview
Please provide:
* Firm name and primary office location
* Year established
* Description of relevant practice areas
* Identification of any subconsultants, if applicable
B. Relevant Experience
Describe experience providing advisory services to municipalities or public agencies related to:
* Stadium or arena feasibility evaluation
* Sports facility financing strategies
* Public-private partnership structuring
* Lease or operating agreement evaluation
* Mixed-use sports district planning
Include brief descriptions of up to five representative projects.
Briefly describe a project where actual outcomes (financial or attendance) deviated from initial projects
and how your firm addressed those challenges.
C. Approach to Independent Review
Describe your firm's approach to providing objective, independent evaluation of developer-provided
feasibility analyses and financial projections.
Indicate whether your firm has represented professional sports organizations, venue developers, or private
ownership groups within the past five years.
Describe how your firm maintains independence when evaluating proposals from leagues or developers
with whom your firm may have a past or current business relationship.

D. Example Deliverables
Provide examples (or summaries) of typical deliverables prepared for municipal clients, such as:
* feasibility review memoranda
* benchmarking analyses
* negotiation support materials
* financial modeling summaries
E. Project Team
Identify anticipated team members and their roles. Include a brief summary of relevant experience for key
personnel.
F. Estimated Cost Structure
Provide general information regarding typical cost ranges or fee structures associated with:
* preliminary proposal evaluation support
* feasibility-level advisory services
* negotiation support services

6. Potential Future Procurement Process
Information received through this RFI may be used to inform a future Request for Qualifications (RFQ)
and/or Request for Proposals (RFP). Submission of a response to this RFI is not required in order to
participate in any future procurement process.
