Introduction
Nassau Health Care Corporation (“NHCC”) is seeking proposals from a highly qualified individual
consultant, who may be affiliated with a consulting firm, to provide specialized support in executive
contracting, leadership transformation, organizational effectiveness and data analytics. As NHCC
undergoes significant operational, financial, and organizational restructuring, the Consultant must
bring hands-on management consulting expertise, strong contracting and Nassau County Interim
Financial Authority (NIFA) knowledge, and the ability to provide direct operational and strategic
leadership.
The selected Consultant will work closely with the Chief Executive Officer and senior leadership
team to strengthen contracting processes, ensure NIFA compliance, drive organizational
improvements, and deliver real-time execution support across mission-critical functions.
Proposal Requirements
Proposals must comply with all instructions outlined in this RFP. Submissions that are incomplete
or fail to meet the specified requirements will be rejected without review. Any contract awarded as
a result of this RFP will supersede all prior contracts, bids, or Group Purchasing Organization
(GPO) agreements related to the specified services.

I. GENERAL INFORMATION
A. Background
Nassau Health Care Corporation (“NHCC”), also known as the NuHealth System, is a New York
State public benefit corporation established under the Public Authorities Law. NHCC operates:
Nassau University Medical Center (NHCC): A 530-bed tertiary care teaching hospital.
A. Holly Patterson Extended Care Facility (AHP): A 589-bed skilled nursing facility.
Community Health Practices (CHP): Operated in partnership with Long Island FQHC, Inc.,
a non-profit, consumer-driven organization serving the region’s most vulnerable
populations.
NHCC is committed to delivering high-quality care, advancing medical education, and serving as
the safety-net health system for Nassau County residents.
Nassau University Medical Center (NHCC): Founded in 1935, NHCC is the County’s primary
source of advanced medical care. Its 19-story tower houses the region’s premier Level I Trauma
Center and serves as a hub for medical education through affiliations with the New York Institute of
Technology College of Osteopathic Medicine, the New York College of Pediatric Medicine, the
American University of the Caribbean School of Medicine, and the Donald and Barbara Zucker
School of Medicine at Hofstra/Northwell.
A. Holly Patterson Extended Care Facility (AHP): Nationally recognized as a model for skilled
nursing services, AHP provides innovative, patient-centered care that addresses residents’ physical,
emotional, and social needs in a supportive, healing environment.
Community Health Practices: NHCC’s community-based centers deliver comprehensive,
accessible, and preventive care to underserved communities across Long Island, ensuring every
resident has access to a trusted “medical home.”
B. Proposal Overview
NHCC seeks to retain an experienced Consultant who possesses a rare combination of executive
contracting expertise, operational leadership capability, and hands-on management consulting
experience within a complex public health system. The purpose of this engagement is to secure a
high-level, full-spectrum resource capable of supporting the CEO and executive team; improving
the organization’s contracting and procurement infrastructure; coordinating NIFA approval
workflows; driving leadership transformation initiatives; and providing interim C-suite or senior
leadership coverage when required.
This engagement requires an individual with demonstrated ability to “roll up their sleeves” and
perform the work - not simply advise. The Consultant must operate as an extension of NHCC
leadership: an additional set of hands and eyes who works behind the scenes to identify issues,
execute solutions, and deliver measurable operational, financial, and organizational improvements.

II. SPECIFICATIONS OF THE SERVICES
A. Scope of Work / Requested Services
This section defines the minimum scope, deliverables, and performance expectations. Each
functional area below includes a high-level description followed by the detailed services to be
performed.
B. Scope of Services
1. Executive Contracting, Procurement, and NIFA Coordination
Introduction:
This component of the engagement focuses on strengthening NHCC’s contracting infrastructure,
enhancing compliance with NIFA requirements, and ensuring timely, accurate, and streamlined
execution of all contracting workflows. The Consultant will support departments throughout the
entire contract lifecycle, including preparation, review, approval, and submission processes.
Scope
The consultant shall:
Oversee, manage, and refine end-to-end contracting workflows for all NHCC departments.
Coordinate all NIFA submission requirements, including contract packets, business history
and disclosure forms, and NIFA-specific documentation.
Ensure timely preparation, review, and submission of contracts, amendments, renewals,
extensions, and resolutions.
Support legal and procurement teams by drafting, reviewing, and improving internal
contracting processes, templates, and compliance tools.
Maintain an enterprise-wide contract matrix, contract tracker, and approval workflow to
ensure accuracy, transparency, and timeliness.
Identify and resolve gaps in contract history, documentation, financial terms, or NIFA
approval compliance.
2. Leadership Transformation & Organizational Change Management
Introduction:
This component encompasses leadership stabilization, executive alignment, cultural improvement,
and organizational restructuring. The Consultant will work directly with the CEO and senior
leaders to drive clearer communication, stronger management practices, and improved
accountability across NHCC.
Scope:
The consultant shall:
Provide hands-on leadership support to the CEO and senior executive team to drive
organizational alignment and enhance management discipline.
Improve communication, accountability, and cross-department coordination through
structured routines, meeting cadence, and operational follow-through.

Develop and implement organizational toolsincluding dashboards, trackers, SOPs,
playbooks, and performance metricsto support a more effective leadership structure.
Assess and improve leadership workflows, decision-making processes, escalation paths, and
operational readiness across service lines.
Support culture-shift efforts toward transparency, urgency, accountability, and operational
excellence.
Coordinate and streamline executive-level communications, including Board updates, CEO
messages, and operational reporting.
3. Hands-On Management Consulting & Operational Execution
Introduction:
This component reflects NHCC’s need for an execution-focused Consultant who not only advises
but performs the work. The Consultant will provide tactical operational support, drive immediate
improvements, and implement solutions across departments and service lines.
Scope:
The consultant shall:
Serve as a direct execution partner to NHCC leadership by performing critical operational
tasks, not solely advising on them.
Analyze operational challenges and implement immediate solutions in collaboration with
clinical, administrative, and support departments.
Lead or support key initiatives involving ambulatory care redesign, clinic throughput,
scheduling, staffing, workload balancing, and workflow optimization.
Conduct detailed analyses, develop strategic recommendations, and implement action plans
to improve patient flow, departmental performance, and service delivery.
Create and refine operational toolsincluding pivot tables, dashboards, trackers, and
performance reportsto support data-driven management.
Provide hands-on support to the legal department for non-legal functions, including fact
gathering, document preparation, workflow coordination, and regulatory response support.
4. Interim Executive Leadership & Crisis Management Support
Introduction:
This component ensures NHCC has access to immediate, high-level leadership support during
periods of transition, vacancy, or operational disruption. The Consultant must be capable of
stepping into interim C-suite or senior roles and providing rapid stabilization when required.
Scope:
The consultant shall:
Serve as an interim C-suite or senior leadership resource (e.g., COO, Chief Administrative
Officer, Chief Transformation Officer, or similar) when required to ensure continuity of
operations.
Provide executive-level decision support in urgent situations, ensuring rapid response to
emerging issues affecting compliance, operations, or patient care.

Lead or support crisis management activities involving contracting delays, operational
disruptions, regulatory issues, or urgent NIFA requirements.
Stabilize departments experiencing gaps in leadership, poor performance, or operational
inefficiencies.
Serve as a liaison between the CEO and operational departments to ensure clarity,
alignment, and follow-through.
5. Procurement, RFP Development, and Compliance
Introduction:
This component focuses on strengthening NHCC’s procurement processes, ensuring compliance
with state and internal guidelines, and developing high-quality RFPs, scopes of work, and
evaluation frameworks to support strategic purchasing.
Scope:
The consultant shall:
Draft, revise, and manage RFPs across all service lines, ensuring compliance with NHCC
procurement rules and New York State requirements.
Assist departments in developing scopes of work, evaluation criteria, and vendor questions
for all procurement activities.
Ensure full documentation of procurement processes to meet audit, compliance, and NIFA
oversight standards.
Provide process guidance and hands-on support to departments preparing submissions,
scoring documents, or selection memos.
Implement improvements to procurement-related workflows and internal controls.
6. Continuous Improvement & Performance Monitoring
Introduction:
This component ensures ongoing oversight, continuous improvement, and structured monitoring of
organizational performance. The Consultant will help NHCC track progress, resolve issues, and maintain
operational discipline consistent with strategic priorities.
Scope:
The consultant shall:
Identify inefficiencies in contracting, operations, or cross-departmental workflows and
implement sustainable improvements.
Track progress against enterprise priorities and escalate issues requiring executive attention.
Develop standardized management tools (dashboards, trackers, reports) for ongoing
performance oversight.
Prepare updates for internal leadership, the Board, NIFA, and external stakeholders as
required.
Ensure all improvement efforts align with NHCC’s strategic, operational, and regulatory
priorities.
