Request For Proposals

Consulting Services for Solid Waste Hauling Contract

The City of Davis (City) is requesting proposals from qualified solid waste consulting firms to provide consulting services for soliciting, reviewing, selecting and negotiating a new solid waste hauling contract.

Since 2018, the City has had an exclusive franchise waste hauling agreement with Recology Davis, a private waste hauling company, to collect trash, recycling and organic waste in Davis and to perform regular street sweeping. Previous to 2018, when Recology Davis purchased the franchise agreement, Davis Waste Removal (also a private company) had been the City’s waste hauler for more than 35 years, with their most recent waste hauling agreement renegotiated in 2015. This agreement is set to expire December 31, 2029.

In September 2026, the Davis City Council directed City staff to initiate a process to develop a new solid waste hauling contract via a request for proposals.

The consultant contract will be for a period of two years from the date the standard agreement is signed. An opportunity to extend the contract, should the project exceed the anticipated timeline, will be included.
