Consultant Services for the development of a Regional Trail Plan

This is a Request for Proposals (RFP) to provide Consultant Services for the development of a Regional Trail Plan. The plan will identify a regional network of multi-use trails and shared-use paths connecting communities and regional destinations across Southwest Arkansas. The plan will recommend priority corridors, provide planning-level cost estimates, and outline strategies for phased implementation.
You are invited to submit a Request for Proposals to be received no later than Monday, April 6th, 2026 at 5:00 P.M., to Blake Harrell, Southwest Arkansas PDD, P.O. Box 767, 101 Harvey Couch Boulevard, Magnolia, AR 71754-0767. One physical copy accompanied by a digital copy on USB drive must be received by the deadline. Requests for RFP Packets may be requested by email to blake.harrell@arkansas.gov (email preferred) or by calling 870.235.7516 and leaving a detailed message.
A selection committee appointed by Southwest Arkansas PDD will evaluate all proposals submitted in response to this RFP. The RFP Package lists the requirements for submission. Instructions for Responding to the RFP outline the evaluation criteria and instructions for preparing a response. Responses not fully addressing each criterion will be considered non-responsive and will be eliminated from consideration.
Proposals will be evaluated on the basis of qualifications and experience, project team and capacity, work plan and approach, cost proposal, and proximity and familiarity with the project area. The proposal receiving the highest total points in the evaluation process will be offered the contract. Southwest Arkansas PDD will notify all unsuccessful offerors of the contract award once contract negotiations have been completed.
