Emergency Preparedness.

Davis Bacon implementation and compliance.
* National Oceanic and Atmospheric Administration conservation grant and program administration
Consultants are not required to submit for all services needed and may elect to propose specific tasks or

The Parish may from time to time assign professional services contracts or task orders for other state,
federal, philanthropic or nonprofit opportunities that require transferable skills proposed by Consultant or
storm recovery activities. Support for damage assessments, substantial damage continued compliance, and
permit application intake through the My Government Online Connect may be awarded if needed.
Typical grant project types include but are not limited to wind retrofit, flood risk reduction (elevation, dry
floodproofing, wet floodproofing), mitigation reconstruction, localized drainage improvements,
infrastructure hardening, safe rooms, coastal restoration or hardening, marsh creation, pump station
prioritization and implementation, redundancy of critical systems (i.e. water, power, heating and cooling),

REQUEST FOR PROPOSALS
The awarded Consultant/s will have expertise in developing applications, and implementation and closeout
of programs in a timely and cost-effective manner meeting all Parish policies and procedures and local,
state, and federal requirements, guidance and regulations.
Terrebonne Parish shall have the discretion to award resulting work from past events/applications to a
respondent to this request for proposals.
1.2 Scope of Services
Attachment I details the scope of services and deliverables or desired results that the Parish requires of the
Consultant/s for a subset of the activities anticipated. Respondents should incorporate experience and
pricing for any and all activities in section 1.1 that they are offering in their proposal. Multiple firms may be
selected as eligible to receive task orders over the next two or more years based on the services required
and the optimal combination of experience, cost and other factors. The successful firm/s will be requested,
within the application development efforts, to provide proactive strategic support reviewing the Hazard
Mitigation Plan Update 2023 as amended and interviewing pertinent parish officials and partners to identify
projects that could be funded to provide the seven lifelines of the Building Resilient Infrastructure and
Communities program, traditional projects available through BRIC, HMGP, FMA or PDM or other federal,
state, nonprofit or philanthropic funding agents such as USACE, NOAA, NWFW, EPA, DOE DOI, EDA, FHWA.
Consultants awarded contracts and task orders will provide proactive homeowner and business recruitment
and communication to support robust applications with meaningful risk reduction outcomes.
Terrebonne Parish may require Consultant to develop multiple grant applications submitted in multiple
programs in order to enhance opportunities for an award. Consultants may also be tasked with pre-award
studies, opinions of probable cost, surveying, GIS mapping, etc. in pursuit of grants.
Successful applications are likely to require project, grant, and/or construction management and Davis-Bacon
Compliance monitoring, which may be awarded through a task order with the successful Consultant/s.
2.0 ADMINISTRATIVE INFORMATION
2.1 Term of Contract
The period of contract/s resulting from this RFP is currently scheduled for a five-year term to begin upon
receipt of the first task order notice to proceed expected in 2026 and to continue through the grant period

additional 12-month periods, in accordance with the same terms, if grant funding is increased and/or the
period of performance for the grant/s is successfully extended. Performance will not be complete until the
project is submitted for closeout and all requests for grant information are satisfied regardless of timeframe.
Timelines for the period of performance/extension opportunities may vary based on the grant program
pursued.
