Request for Proposals
Consultant Services for Grant and Recovery Support
Terrebonne Parish Consolidated Government ("Parish") seeks to secure the services of
professional consultant firm/s ("Consultant") to support identifying, applying for and
implementing grants for risk reduction or avoidance in Terrebonne Parish. Consultant firm/s will
perform all aspects of opportunity identification and analysis, planning services, application
recruitment and preparation, project implementation and management as needed, and submission
requirements for applications, reports and closeout. This support may include some engineering
or coordination with engineers for benefit cost analysis data, structural integrity, mapping, etc.
One or more firms may be awarded contracts associated with but not limited to:
* Federal Emergency Management Agency (FEMA)Hazard Mitigation Assistance grants
o Flood Mitigation Assistance
o Predisaster Mitigation Assistance
o Building Resilience Infrastructure and Communities
o Hazard Mitigation Grant Program funding for any presidentially declared disaster
occurring in the 2026 or 2027 storm seasons
o Public Assistance applications
These grants would require coordination through the Governor's office of Homeland
Security and Emergency Preparedness.
* National Fish and Wildlife Foundation conservation grant and program administration
including Davis Bacon implementation and compliance.
* National Oceanic and Atmospheric Administration conservation grant and program
administration
The Parish may from time to time assign professional services contracts or task orders for other
state, federal, philanthropic or nonprofit opportunities that require transferable skills proposed by
Consultant or storm recovery activities. Support for damage assessments, substantial damage
continued compliance, and permit application intake through the My Government Online
Connect may be awarded if needed.
Typical grant types include but are not limited to wind retrofit, flood risk reduction (elevation, dry
floodproofing, wet floodproofing), mitigation reconstruction, localized drainage improvements,
infrastructure hardening, coastal restoration or hardening, marsh creation, pump station
prioritization and implementation, redundancy of critical systems (i.e. water, power, heating and
cooling), repetitive loss studies, modeling, project scoping, and occasionally, acquisition.
The awarded Consultant/s will have expertise in developing applications, and implementation and
closeout of programs in a timely and cost-effective manner meeting all Parish policies and
procedures and local, state, and federal requirements, guidance and regulations.
Terrebonne Parish shall have the discretion to award resulting work from past events/applications
to a respondent to this request for proposals.
