In accordance with the provisions of the Municipal Code of the City of Redding, sealed
proposals must be submitted to the City Clerk's 3rd floor office located at City Hall, 777 Cypress
Avenue, Redding, California 96001 prior to 3:00 p.m. PT, Monday, May 18, 2026, for furnishing
the City of Redding a proposal for providing Consultant Services for Wastewater Lift Station
Supervisory Control and Data (SCADA) Upgrades per the scope of work and general conditions.

The said proposals will be opened at 3:00 p.m. PT, on Monday, May 18, 2026, in the
designated City Hall Conference Room as posted in the main lobby of City Hall, 777 Cypress
Avenue, Redding, California.
The proposer shall provide the original (unbound), four (4) bound copies and a USB drive
with a PDF copy of the proposal. Electronic submission of proposals will not be allowed. One (1)
set of the Fee Proposal is to be submitted in a separate, sealed envelope. The City will award
any resulting contract in a manner consistent with the City Purchasing Ordinance.
The cut-off date and time for receiving questions regarding this bid is 5:00 p.m. PT, on

THE CITY OF REDDING, CALIFORNIA
(Schedule Number: 5691)
I. INTRODUCTION
The City of Redding Public Works Department-Wastewater Utility (City) is soliciting proposals to
provide consultant services for upgrading the existing Supervisory Control and Data Acquisition
(SCADA) system. The City's system includes 21 sites, comprised of lift stations, a flow monitoring
station, and two solid waste gas extraction systems.
To alleviate systemwide SCADA and hardware deficiencies and to add necessary remote
monitoring and alarm notification capabilities, the City is seeking proposals from highly qualified
firms to provide professional services related to software procurement, development, testing,
documentation, integration, remote access, and alarm notifications associated with a turnkey
SCADA system.
This project is funded by the Wastewater Utility, with the total project cost estimated to be $300,000
including equipment purchasing, installation and programming.
The consultant services contract is expected to be awarded in July 2026 and is anticipated to be
no longer than twelve (12) months. Any consultant responding to this RFP must be willing to
commit the necessary resources to the project to conform to the proposed schedule. Interested
Consultants are invited to submit qualifications in accordance with the requirements of this Request
for Proposals (RFP).
A mandatory site walk will be performed. The mandatory site walk will start at the Sunnyhill Lift
Station, located at 5100 Bechelli Lane at 9:00 am on Tuesday, April 28, 2026. After completing
the site walk at Sunnyhill, City staff and attendees will proceed to visit a minimum of one other lift
station. City staff will be available to answer technical questions that arise during the site visit.
If a proposing consultant fails to have a representative attend the mandatory site walk meeting, then
the City will deem their proposal as non-responsive. Requests for alternate days and times for lift
station visits with City staff will not be accommodated.
II. BACKGROUND
City staff began the preliminary steps of working through upgrades to the system but quickly
discovered that the task at hand was going to require much more work and equipment than initially
contemplated. The following items have been completed:
* Server installation and configuration
* Procurement and installation of server backup UPS
* Virtual Machine licensing and configuration

III. SCOPE OF SERVICES
The scope of services to be provided by the Consultant shall consist of the following Tasks:
Task 1: Project Management Review and Scheduling
Consultant will begin the project with a kickoff meeting involving all project team members:
Consultant and City staff, and other identified stakeholders. The meeting will include a review of the
scope of work, schedule, design standards, and expected deliverables for the project. The meeting
will address project coordination and responsibilities and define key project issues and goals.
Consultant also will present a comprehensive plan identifying the development schedule that
classifies the various components and milestones.
Consultant will detail project objectives, team member responsibilities, milestones, budgets,
schedules, quality assurance procedures, and progress evaluation techniques. Consultant will
monitor project progress throughout the project to ensure project objectives and milestones are
met.
Before each regularly scheduled coordination and status meeting, Consultant will work with the
City's project manager to develop and distribute a meeting agenda and arrange for appropriate
participants to attend. At each meeting, Consultant will review project schedule and budget status,
obtain City input, facilitate decision making and discuss issues that have the potential of adversely

affecting project budget, schedule, or product. Meeting notes will be distributed following each
meeting.
Consultant will submit monthly progress reports to the City along with monthly invoices and
appropriate backup. The reports will address the work progress; project schedule; information and
decisions needed to maintain schedule and complete deliverables; problems encountered that
might affect schedule, budget, or work products; and anticipated work for the following month.
The Consultant's Project Manager shall play an active role in the management and coordination of
the project to include monthly meetings with City staff to discuss project status, problems,
budgeting, and other areas that have an adverse effect on the work. In addition, several meetings,
telephone conferences or other communication means may be needed for consultation regarding
project issues or decisions between scheduled progress meetings.

Task 2: Procurement of SCADA Package, Remote Access/Notification System, and
Hardware
The Consultant will need to work closely with City utility and operations staff to identify monitoring
and notification needs, current conditions and capacities, and provide a final recommendation for
the required Ignition SCADA software, remote access, and SMS and Voice/Phone notification
packages for the City. The City would like to replace dated equipment including I/O cards and PLC
expansion racks with Allen Bradley/Rockwell. Staff would like all I/O to be uniform in both type and
rack placement, as well as I/O assignment for uniformity across the wastewater collections/solid
waste systems. Please note that the verification of type, quality, and quantity of suggested
replacement of new hardware components needed for this task, including the integration, warranty
for hardware and software, training and services after completion of the task, are the responsibility
of the Consultant. City of Redding ETs will install the hardware.
Deliverables: Consultant shall provide quote for hardware (I/O cards and expansion racks, 21 HMI's
with Onlogic TC410R Edge devices, etc.). In addition, they shall provide a memorandum
summarizing the City's needs and plan for implementation - including but not limited to any
additional requirements discovered during the evaluation of the facilities not currently monitored,
and identification of the cost of any suggested new or replacement equipment that may be needed
to satisfy the requirements of the scope of this RFP that may require contract amendments. The
memo shall also include a strategy to redevelop main and sub-layered SCADA screens to depict
actual equipment in operation at facilities (pumps, generators, drives, ATS's, valves, etc.) as
appropriate.
Task 3: Installation
The City of Redding ETs will install the consultant supplied AB/Rockwell PLCs (with associated
I/O), servers, workstations, modems, firewalls, and displays.
The Consultant shall install all necessary software, applications, operating systems, virtual-ware
and communication drivers.

The new SCADA system shall be installed parallel with existing SCADA, so there is no interruption
in monitoring and control, unless written permission is given by the City.
The new SCADA equipment shall be installed in the same location as the existing SCADA systems,
unless otherwise directed by the City.
The Consultant shall provide the City with weekly email status updates, as well as monthly meetings
when installation is in progress.
Task 4: Integration
The Consultant shall provide all necessary management, design services, software development,
installation and startup integration services associated with this scope of work. Upon completion
of the project, the consultant shall provide as-built documentation of all record plans and living
operation and maintenance documents.
Complete primary and supplemental applications with automatic alarm notifications and historical
data collection. The Consultant shall perform the following program configuration duties:
* Rebuild the Tag database to conform to new SCADA software
* Reprogramming of individual sites to include standardized tagging conventions
* Alarm priorities and annunciation shall be set and tested for all tags
* Historical data collection for trending and reporting shall be set up (at least two
monthly reports that can automatically emailed showing information on total
monthly gallons, HEs, etc. for BGES and Simpson sites).
* Script conversion, where needed
* Screen redevelopment shall be performed in collaboration with City staff
* Alarm historical events shall be set up
* Report reconfiguration shall be in collaboration with City staff
* Set up and test remote terminals (workstations)
* Perform functional testing of all sites
* Integrate with PLC's/RTU's/etc. (list each)
* Set up diagnostics and backup functions
* Set up remote SMS and Voice/Phone alarm and status notifications
Deliverables:
* As built documentation of all systems, including electrical drawings
* List of I/O and Tags
* Electronic copies of all installed programs
Task 5: Training and Testing
Initial Startup Training
* The Consultant will test all functions (i.e. alarms/trends/set points/monthly report, etc.)
* Consultant will allocate up to 40 hours for startup training sessions for City operations staff.
Training can coincide with testing of systems and alarms with City staff and operators onsite.
Deliverables:
* Printed monthly compliance report for wastewater systems

* Operations and maintenance documents, as appropriate
* Documentation that all systems, alarms and notifications work as required.
Task 6: Warranty
* Any required hardware and equipment shall carry a minimum of 12 months warranty
* All required software/licenses for SCADA software, remote access, alarm notifications, etc.,
shall be purchased by the Consultant in the City's name, with login credentials and software
keys distributed to the City.
* Warranty work will be separate from training and technical support calls.
* Consultant shall warranty and handle all issues including repairs and replacement of the
hardware for a period of 12 months. All software and integration shall be warranted for a
period of 12 months after the system has been installed, tested and is functional from the
date of acceptance.
Deliverables:
Warranty and license documentation
Task 7: Technical Support (Optional)
* Consultant shall provide ongoing technical support for new SCADA system to City staff and
operators for 12 months, or up to 100 hours, on an as needed basis, starting after completion
of the project.
* Technical support work shall include changes to integration, visualizations, alarming, and
other programmable items not included in original scope of work.
* Technical support will be separate from training and warranty work.
IV. RECOMMENDED REQUIREMENTS
The consultant shall have the ability to provide the following:
* Consultant shall be trained and certified to work on Ignition 8.1 Perspective. Ignition
Gold Certification is encouraged
* Consultant shall have experience with VPN configuration and use.
* Consultant shall have experience with configuration and use of VOIP services including
SIP servers.
* Consultant shall be located within 100-mile radius of the City of Redding.
* Consultant or subconsultant shall provide documentation showing a minimum of 5 years
of experience with Fortinet products.
* Consultant or subconsultant shall provide documentation showing a minimum of 5 years
of experience with Microsoft SQL server.
* Consultant or subconsultant shall provide documentation showing experience with
VMware Elastic Sky X Integrated.
* Consultant shall provide documentation showing a minimum of 5 years of experience
with wastewater SCADA design.
* Consultant or subconsultant shall provide documentation showing experience with
Cradlepoint routers, NetCloud management, and private cellular networks.

V. PROPOSAL FORMAT
The proposal shall include, as a minimum, the following information:
1. Cover/Transmittal Letter - Letter is to be signed by a member of the organization having the
authority to negotiate and execute contracts on behalf of the firm. Cover letter must acknowledge
receipt of any and all addenda, if any were issued (if in doubt, visit our website at
https://www.cityofredding.gov/government/departments/purchasing/bid_opportunities.php to
verify issued addenda).
2. Project Understanding - This section should outline the Consultant's basic understanding of
the project. It should identify key issues to be addressed during the project and any insights or
innovative ideas the Consultant can provide addressing those issues.
3. Scope of Work - Describe the work plan that you intend to use to complete the tasks listed in
the Scope of Services. Note any changes/deviations or additions to the work descriptions that
may have been overlooked or that help clarify the work tasks. Deviations which demonstrate a
clear benefit or advantage to the City may receive special consideration.
4. Responsible Personnel - List the Principal-in-Charge, Project Manager, and key project staff
who will be directly involved in this project. Include a concise statement of qualifications and
experience of each person together with the hours that each is committed to the project. Include
all anticipated sub-consultants, listing names, addresses, telephone numbers, key staff
personnel, and the expected hours to be committed to the project. A project organizational chart
of key personnel should be included with anticipated hours committed to the project for each
individual.
5. Project Management - Describe how the project will be planned and controlled. Include in this
section a project schedule through the completion of the contract documents.
6. Related Experience - Include all projects in progress or completed over the last five (5) years
that are comparable to this project. Direct experience by the proposed staff in project
management processes will be weighted the highest in evaluation. Include references with
names, addresses and phone numbers.
7. Consultant Fee - In a separate, sealed envelope present one (1) set of documentation for the
estimated fee(s) for consultant services as described in the Scope of Work. For each task, break
down the fee into labor, subcontractor fees, expenses, and also include the total not-to-exceed
amount for the entire project. Fees shall include all markups, overhead and profit. Consultant
shall also include a current fee schedule that includes hourly rates for all classifications of
workers, including subcontractors, expected to work on this project. The fee shall not be a
scoring factor in the evaluation of the consulting firms. Do not state cost for services anywhere
in the proposal.

VII. PROPOSAL SUBMITTALS
Pages in the proposal shall be typed and double sided with the maximum number of pages of
proposal information (excepting cover sheet, index sheet, section tab sheets, blank pages, and
table of contents) to be limited to forty (40) pages. Only the specifically requested information shall
be submitted. Promotional or other unsolicited material may not be submitted. If a consultant
recognizes a more efficient method of accomplishing a specific task or item, the consultant's fee
shall reflect the City's requested work and the cost increase/savings for the more efficient method
shall be noted separately.
The consultant shall submit one (1) original, unbound proposal and four (4) copies (along with a
PDF copy on a USB "thumb" drive) in a sealed box or envelope clearly marked with the consultant's
name and the description PROPOSAL FOR WASTEWATER LIFT STATION SUPERVISORY
CONTROL AND DATA ACQUISITION (SCADA) UPGRADES, Schedule No. 5691. The
proposals shall be received at the City Clerk's office by the time and at the location noted on the
cover sheet of this RFP. One (1) set of consultant's fees for the services required in this
proposal shall be submitted along with the copies of the proposal, in a separate sealed
envelope with the same notation as the proposals. The sealed envelope shall not be opened
until after the consultants have been ranked (See Section IX, Evaluation Criteria).
Late proposals may be considered non-responsive and may be rejected. The City has the right
to waive minor irregularities in any proposal received.

IX. EVALUATION CRITERIA
City of Redding City Manager Policy Number 22-03 establishes the method of selecting a consultant
to perform the work of this project. A Review/Selection Committee made up of both Public Works
Engineering and Wastewater Utility personnel will evaluate the consultants based on the proposals
and, if necessary, conduct an oral interview to determine which consultant is best qualified to
perform the work for this project. The Committee will then determine a ranking of the consultants at
which time the consultant fee envelopes will be opened and tabulated. The consultant fees will be
evaluated to determine if the amount of the fee is considered a reasonable cost for the work. If the
top-ranked consultant has submitted a reasonable fee, the Committee will make a recommendation
to the City Engineer. The City Engineer may require additional information prior to making the
recommendation to the City Council to select the top ranked consultant for the project and to
authorize Staff to negotiate and enter into an agreement with the selected consultant. If the City
Council agrees with the recommendation, Staff will proceed with the negotiating of the contract and
preparation for contract execution. In the event that the top ranked consultant submits a fee that is
not considered a reasonable cost for the work and the consultant does not agree to lower the fee
to an acceptable level, the City Engineer reserves the right to bypass the top ranked consultant and
to negotiate with the second ranked consultant.

assist in the ranking of the consultants' proposals and the oral interview (if required):

X. CONSULTANT SERVICES CONTRACT
The consultant selected to provide the scope of services shall use the City of Redding's Consulting
and Professional Services Contract. A copy of this contract is provided for review. By submitting
a proposal for the work, the consultant agrees to utilize the City standard contract form for the
contract. Contractually required insurance coverage and endorsement information is shown in the
body of the document.
