The purpose of this solicitation is to acquire the service of a consultant(s) to assist the Maryland State Department of Education (MSDE), Division of Special Education, Monitoring and Accountability (M&A) Section with implementing effective monitoring activities.

Additional Instructions
This position is to support the implementation of the Birth – 21 Accountability for Improved Performance system. The United States Department of Education (USDE), Office of Special Education Programs (OSEP) requires states to monitor Local Infants and Toddlers Programs (LITPs), Local Education Agencies (LEAs), and Public Agencies (PAs) in the implementation of Part C and Part B of the Individuals with Disabilities Education Act (IDEA) (Birth through 21) to ensure that children/students with developmental delays or disabilities receive early intervention services in the natural environment, or a Free Appropriate Public Education in the Least Restrictive Environment.
