Segment 1 is Gregory Street from Pace Blvd to North I Street. Segment 2 is North L Street from Gregory Street to Cervantes Street. Segment 3 is Wright Street from P Street to Pace Blvd in Pensacola, FL as identified in the City’s Local Agency Participation contract with the Florida Department of Transportation (FDOT). Consideration will be given to only those firms that are qualified pursuant to law and that have been prequalified by FDOT to perform the indicated types of work. Work Types:10.1 – Roadway Construction Engineering Inspection.

This project is federally funded with assistance from the FDOT and the Federal Highway Administration (FHWA). By submitting a letter of response, the Consultant certifies that they are in compliance with FDOT Procedure No. 375-030-006 (Restriction on Consultants Eligibility to Compete for Department Contracts) and that no principle is presently suspended, proposed for debarment, declared ineligible or voluntarily excluded from participation on this transaction by any Federal Department or Agency. This procurement will be conducted in accordance with the Brooks Act (23 CFR 172 and Section 287.055, F.S.) and all applicable Federal and State requirements for federally funded CEI services.

GENERAL INSTRUCTIONS
A. Firms responding to the RFQ must be available for interviews to the Selection
Committee. These interviews will be held in person at City Hall, 222 West Main
Street.
B. Submittals should respond to each item noted in the Submittal Format and
Evaluation Criteria in the order noted. Identify responses with the same paragraph
notation as this RFQ.
C. Submittals must be typed or printed. All corrections made by the proposer prior to
the opening must be initialed and dated by the proposer. No changes or corrections
will be allowed after submittals are opened.
D. Any addendum issued will be made available on the City's website at
http://www.cityofpensacola.com/bids.aspx. Interested bidders are advised

BACKGROUND AND PURPOSE
The City of Pensacola is undertaking the comprehensive Construction Management
Engineering & Inspection Services Legion Field to Global Learning Academy Sidewalks,
a critical initiative to connect our parks to schools. This project requires meticulous on-
site management and CEI to ensure successful execution, adherence to design
specifications, and effective mitigation of impacts on the community.
The purpose of this Request for Qualifications (RFQ) is to solicit statements of
qualification from highly experienced firms to provide dedicated construction
management and field coordination services. The selected firm will serve as the City's on-
site representative, providing essential oversight, technical compliance verification, and
critical liaison functions throughout all phases of the project. The City seeks a partner with
proven expertise in complex urban sidewalk projects, a strong commitment to quality
control, and exceptional communication and conflict resolution skills to ensure the
project's successful and harmonious completion.
PROJECT OVERVIEW
The services sought are construction engineering and inspection (CEI) of concrete
sidewalk construction for approximately 0.893 miles in Pensacola, Florida. The project
will include 2,122 linear feet of sidewalk removal. The first sidewalk segment will involve
an 8’ sidewalk on West Gregory Street from Pace Boulevard to North I Street. The second
segment will involve installation of an 8’ wide sidewalk on both sides of North L Street
from West Gregory Street to West Cervantes Street. The third segment involves
installation of an 8’ wide sidewalk on both sides of West Wright Street from North P Street
to Pace Boulevard. Other construction activities include electrical, utility relocation, lane
narrowing, and pavement markings and seeding/sodding.
It shall be the responsibility of the Consultant to administer, monitor, and inspect the
Construction Contract such that the project is constructed in reasonable conformity with
the plans, specifications, and special provisions for the Construction Contract. The
Consultant shall monitor the Contractor's on-site construction activities and inspect
materials entering into the work in accordance with the plans, specifications, and special
provisions for the Construction Contract. The Consultant shall also maintain detailed
accurate records of the Contractor's daily operations and of significant events that affect
the work in order to determine the progress and quality of work and identify discrepancies.
The Consultant shall report significant discrepancies to the City and direct the Contractor
to correct such observed discrepancies.
