Overview

Summary

The Commissioners of Charles County are seeking bids from qualified contractors to perform construction services on the Western Parkway, Phase 3A-3 Roadway Improvements project for approximately 1,200 LF of new roadway. The project will include the installation of storm drain piping and associated structures, required erosion and sediment control devices/measure, and stormwater management facilities necessary to construct the road improvements of Phase 3A-3.

Background

Western Parkway is a north-south alternate to US Route 301. Upgrades to Western Parkway have previously been completed from MD 228 (Berry Road) to a distance of approximately 1,500 LF north of the Western Parkway and Pierce Road intersection. Western Parkway Phase 3A-2 is the next phase of the roadway extension to Crain Highway/US Route 301.

Pre-Bid Meeting Registration Deadline:

August 25, 2025, 12:00pm

Firms must register in advance to attend the pre-bid meeting via the County's eProcurement Portal RSVP Manager.

Pre-bid meeting will occur virtually/teleconference, unless otherwise specified. Firms that have registered timely will receive participation instructions.

If multiple attendees from your firm will be attending the meeting, please have each individual complete the eProcurement Portal RSVP Manager process.

August 26, 2025, 11:00am

Pre-bid meeting will occur virtually/teleconference, unless otherwise specified. Firms that register timely and via the County's eProcurement Portal RSVP Manager will receive participation instructions.

The attendance roster will be published on the County's eProcurement Portal.

Site Visit:

August 27, 2025, 12:00pm

Firms do not need to register in advance to attend the site visit unless otherwise stated. Due to safety restrictions at the site, all visitors proceeding to the site location are recommended to wear steel-toed shoes/boots during the site visit portion of the meeting. The attendance roster will be published on the County's eProcurement Portal.

Question Submission Deadline:

September 4, 2025, 12:00pm

Questions shall be submitted via the eProcurement Portal Question & Answer feature prior to the due date and time specified. The County will not provide responses to questions received after the deadline.

Bid Opening Registration Deadline:

September 19, 2025, 9:00am

Registration is required to attend the bid opening. Bidders interested in participating in the bid opening must register electronically via the County's eProcurement Portal RSVP Manager. Pricing will be available on the eProcurement Portal after the Bid Opening.

Response Submission Deadline:
