REQUEST FOR PROPOSALS TO PROVIDE
CONSTRUCTION SERVICES FOR THE RENOVATION OF THE
OCONEE COUNTY LIBRARY - WATKINSVILLE, GA
The Athens Regional Library System seeks proposals from General Contractors to provide construction
services for the renovation of the Oconee County Library. The project predominantly consists of
improvements to library acoustics and services by creating new children's activity and young adult areas
with separations from the existing library and a new quiet study area with enclosed study rooms. Additional
scope includes but is not limited to the following:
* Expanding finished spaces into currently unfinished storage area withing the building to include a
relocated young adult area, children's activity room, and quiet study area with individual study
rooms
* Minor reconfiguration of existing young adult and children's areas
* New wayfinding
* The addition of an exterior egress door in a current window location in staff area
* Limited additions/changes to existing lighting and floor finish
As a result of this RFP, the Athens Regional Library System intends to enter into a contract with the selected
Contractor to supply the construction services noted.
However, this intent in no manner obligates the Athens Regional Library System to any services offered until
a valid written contract is fully executed by both parties. The Athens Regional Library System reserves the
right to reject any or all proposals in whole or in part, to award any item, or total proposal, and to waive
informality or technical defects, if it is deemed to be in the best interest of the Athens Regional Library
System.

A mandatory Pre-Proposal Conference for all interested General Contractors will be held at the project site
at 8:30 AM on Tuesday, the 28th of July 2026. Subcontractors are also welcome. Interested Contractors
will meet at the front entrance to the Oconee County Library at1925 Electric Avenue, Watkinsville, GA
30677.
Questions regarding the proposal process, scope of work, clarifications, etc. should be directed via email
to the Architect as an RFI. Requests for Information must be received by the Architect no later than 5:00 PM,
Thursday, the 13h of August 2026. All RFIs should be compiled by the Contractor and submitted to the

Responses to all RFIs shall be posted as an addendum no later than Monday, the 17th of August 2026.
Proposals must be submitted in a sealed envelope with 1 print copy of the completed Proposal and
Qualifications Form, the Proposal Tabulation Form, and one thumb drive or CD containing a digital pdf file
of these two forms in addition to the information requested in section 4 of the Proposal and Qualifications
Form.

All proposals must be received for review and evaluation no later than 3:00 PM on Friday, the 21st of
August 2026. Proposals received after this deadline will not be accepted.
Proposals will be evaluated by a committee of Athens Regional Library System and Oconee County Library
staff, and the Architect based upon qualifications and proposed pricing as evaluated in the provided
scoresheet. The contract shall be awarded to the highest scoring Contractor at the discretion of the
committee.
Contractors will be allowed to withdraw their proposal at any time prior to the deadline for receipt of
proposals. The Contractor must submit a written withdrawal request signed by the Contractor's duly
authorized representative.
No proposal may be withdrawn within sixty (60) days of the date of the proposal opening. Should there be
reason why the contract cannot be awarded within the specified period, the time may be extended by
mutual agreement between the Athens Regional Library System and the Contractor.
