Construction of the Route 7 and Route 690 Interchange, RFQ 672862

The Intent of this Invitation for Bid (IFB) is for the County of Loudoun, Virginia (County) to obtain the services of a qualified General Contractor to construct the Route 7 and Route 690 Interchange Project (the “Project”). The Project includes a grade separated barbell interchange at the existing Route 690 (Hillsboro Road) overpass over the Route 7 bypass. This will consist of a new Route 690 bridge with 2 (two) roundabouts on either side, on and off ramps from Route 7, widening of Route 7 and its two (2) bridges over Catoctin Creek, and two (2) stormwater facilities. The general scope of work includes, but is not limited to, all surveying, construction layout, maintenance of traffic, earthwork (including the removal of unsuitable material), rock excavation, erosion & sediment control, other environmental controls, safety procedures and complete compliance with all applicable permits, to include but not be limited to, Virginia Stormwater Management Program (VSMP)/ Storm Water Pollution Prevention Plan (SWPPP) requirements, building trade permits and environmental permits.

Pre-Bid Conference:

An optional Pre-Bid Conference will be held virtually using Microsoft Teams on October 6, 2025, at 12:00 PM to address questions regarding the drawings, specifications, site conditions, and to provide a high-level overview of the supplier registration process.
