Siloam Water Association is requesting sealed bids for construction of the Painting of Elevated Tanksproject.

All bids shall be marked Bids for Siloam Water Association –Painting of Elevated Tankson the outside of

the envelope. All bids shall be submitted to the Siloam Water Association c/o Neel-Schaffer, Inc. until 1:00

PM local time, February 13, 2026 at 7085 Hwy 45 Alternate North, West Point, MS 39773. Bids will be

opened at Neel-Schaffer, Inc. 70854 Hwy 45 Alternate North, West Point, MS 39773. Any bid received after

10:00 AM will not be opened. Siloam Water Association reserves the right to reject any or all bids.

The project generally consists of the construction of Painting of Elevated Tanks.

The plans and specifications for the project are on file for public inspection in the offices of Siloam Water

Association and the offices of Neel-Schaffer, Inc., 7085 Hwy 45 Alternate North, West Point, MS 39773.

Bid documents are being made available electronically and via original paper copy (if requested). Plan

holders are required to register for an account at www.neel-schafferplans.com to view and order Bid

Documents. All plan holders are required to have a valid email address for registration. Electronic bids shall

be submitted through www.neel-schafferplans.com. Bid documents are non-refundable and must be

purchased through the website. Please contact Plan House Printing at (662) 407-0193 with questions

regarding website registration and online orders.

The Owner hereby notifies all Bidders that it will affirmatively insure that disadvantaged and woman-owned

business enterprises will be afforded the full opportunity to submit bids in response to this invitation. When

considering the award of any contract resulting from this invitation, the Owner will not discriminate against

any bidder on the grounds of race, gender, or national origin.

Any contract or contracts awarded under this invitation for bids are expected to be funded in whole or in part

by anticipated funds from the ARPA Rural Water Associations Infrastructure Grant Program (RWAIG).

Neither the State of Mississippi nor any of their employees is or will be a party to this invitation for bids or

any resulting or related contracts. This procurement will be subject to all applicable sections of the

Mississippi Code of 1972, Annotated, as they apply to local governments, in accordance with RWAIG

Program Regulations.
