Construction of Storm Water Improvements at Five Locations to be funded in part under the TDEC American Rescue Plan (ARP) Grant

ADVERTISEMENT FOR BIDS

All Qualified Bidders are invited to submit bids for the construction of Storm Water Improvements at Five Locations to be funded in part under the TDEC American Rescue Plan (ARP) Grant. The Project consists of storm system installation, grading, drainage, erosion control, and traffic control for storm water improvements. This Invitation to Bid is subject to the instructions, conditions, specifications, addenda, and other elements, including those incorporated by reference. The contracts for five project sites will be packaged as specified and will be Lump Sum contract(s).

Sealed Bids will be received by the Town of Nolensville, at 7218 Nolensville Road, Nolensville, TN 37135 until 2:00 PM CDT, on Thursday July 24, 2025 at the Town Recorder’s office and opened publicly and read aloud at Nolensville Town Hall, 7218 Nolensville Road, Nolensville, TN 37135 at 2:00 PM CDT, July 24, 2025.

Scope of Work: TDEC ARP Grant Stormwater Improvement Projects at the following locations:

1. Norfolk Lane Drainage Improvements – TDEC ARP SWIG Project “SW-PDC-3, Site ID NV-001”

2. Rocky Fork Road Culvert Replacement – TDEC ARP SWIG Project “SW-PDC-3, Site ID NV-003”

3. Sunset Trail Culvert Replacement – TDEC ARP SWIG Project “SW-PDC-3, Site ID NV-004”

4. Clovercroft Road at Old Clovercroft Road Drainage Improvements – TDEC ARP SWIG Project “SW-PDC-3, Site ID NV-005”

5. Whitney Park Drive Culvert Replacement – TDEC ARP SWIG Project “SW-PDC-3, Site ID NV-006”

Bidders must obtain Plans, Specifications and Contract Documents electronically from the office of Neel Schaffer, Inc. at the following email address: mike.phillips@neel-schaffer.com

All Bidders must be licensed Contractors as required by the “CONTRACTOR’S LICENSING ACT OF 1976,” and as passed by the 89th General Assembly of the State of Tennessee. Furthermore, the Contractor should have the necessary licensing classifications as listed in the Rules of Tennessee Board for Licensing General Contractors-Chapter 0680-1.

Each Bid must be accompanied by a certified check or by a Bidder’s Bond executed by the Bidder and a surety company licensed to do business in Tennessee in the sum of five percent (5%) of the amount of the Bid(s).

The successful Bidder will be required to execute an acceptable performance and payment bond in the amount equal to one hundred percent (100%) of the Contract price within thirty (30) calendar days of contract award notice.

Bidder agrees to comply with the American Rescue Plan Act (ARPA) Project Requirements & Guidelines. This project is being funded in part by a federal grant awarded to the Town of Nolensville by the U.S. Department of the Treasury, administered by the Tennessee Department of Environment and Conservation (TDEC).
