Separate sealed bids for construction of NEW WELL NO. 8 and No. 9 will be received by the

MUSKINGUM COUNTY COMMISSIONERS at their office at 401 Main Street, Zanesville, Ohio,

43701, August 18, 2026 at 9:00 am., local time, and then at said office publicly opened and read

aloud.

The Instructions to Bidders, Form of Bid, Form of Contract, Specifications and Forms of Bid

Method of Bidding will be as follows:

NEW WELL NO. 8 and No. 9

CONTRACT for construction of two municipal water supply wells including but not limited

to the drilling, construction, sampling, casing, grouting, developing, testing and disinfection

of each well. Each well shall be a gravel pack well with an outer diameter of 24 inches and

screen and casing diameters of 16 inches. The boring depth will be approximately 60 feet.

The drilling shall be through sand, gravel, silt and clay and shall terminate at the top bedrock.

The hole shall be advanced by driving the casing and bailing.

The estimated construction cost is $370,000.

No printed copies of Plans and Specifications will be issued, only electronic copies will be available.

Bidding Documents may be obtained in an electronic portable document format file only, from the

office of Vaughn, Coast & Vaughn, Inc. located at 154 S. Marietta St., St. Clairsville, OH, 43950,

740-695-7256, upon payment of a $25.00 non-refundable deposit. Checks shall be payable to

Vaughn, Coast & Vaughn, Inc.

Bids will be accepted from only those Bidders who are Plan Holders of Record and obtain Documents

from the Engineer’s office.

Each Bidder must submit with his Bid, security in the amount, form and subject to the conditions

provided in the Instruction for Bidders.

Each Proposal must contain the full name of the party or parties submitting the proposal and all

persons interested therein. Each Bidder must submit evidence of its experiences on projects of

similar size and complexity.

All work done under this Contract is subject to all Ohio State requirements concerning the payment of

the prevailing wage rates.

All Contractors and Subcontractors involved with the project will, to the extent practicable use Ohio

Products, materials, services, and labor in the implementation of their project. Additionally,

contractor compliance with the equal employment opportunity requirements of Ohio Administrative

Code Chapter 123, the Governor’s Executive Order of 1972, and Governor’s Executive Order 84-9

shall be required.

No Bidder may withdraw his bid within 60 days after the actual date of the opening thereof.

The Muskingum County Commissioners reserve the right to reject any or all bids, to waive any

informalities in the bids received, and to accept any bid or combination of bids which is deemed most

favorable to the County at the time and under the conditions stipulated. The Commissioners further

declare that they will award the contract for this project to the Lowest and Best Bid, which may not

necessarily be the lowest bid. No single factor will control the Board’s decision to award, and the

Board reserves the right to exercise its full discretion.
