The City of Monticello, Arkansas is seeking proposals for the construction of Job #020744, Lake Monticello Trail Ph. 2 (Monticello) (RTP-1302(360), TAPSC-9293(13), which is estimated to encompass 6.9 to 15 miles (~79,200 linear feet) of new trail. The full phase 2 project focuses on the construction of a beginner/intermediate level, bike optimized trail network which incorporates some elements of flow as the natural terrain allows. Trails and trail features will be constructed to meet or exceed IMBA standards. The trails will be dual direction & multi-use trails with some flow features and built to be bicycle optimized. Phase 2 shall include 3 project areas. A. 7 Mile southwest connector trail, B. 4 Mile NW Loop, C. 3 Intermediate decent trails totaling 4200lf.
A. SINGLETRACK CONNECTOR TRAIL – 7 MILES (figure A)
i. A traditional cross-country style trail that connects existing trails to the Lake Levee
ii. Tread experience shall be similar in both directions of travel.
iii. Lift and tilt surface will be needed.
B. NORTHWEST LOOP – 4 MILES (figure B)
i. A traditional cross-country style trail that would be suitable for hosting a National Interscholastic Cycling Association Race.
ii. All tread shall be constructed with a tread of four (4) feet wide using a full bench excavation whenever possible,
iii. The trail is also wide enough to allow for opt-out routes around any technical features and highly visible sight lines that facilitate bi-directional travel.
C. 3 INTERMEDIATE DECENT TRAILS – 4200LF (figure C)
i. This smooth surface trail offers an Intermediate flow/gravity fed trail experience with rollers, berms, jumps, drops and some wood or stone features.
ii. Typically, 4 feet wide, this trail can provide a thrilling experience for beginner to expert level riders.
iii The trail terminates at the bottom of the slope.
iv. All tread shall be constructed with a minimum tread of four (4) feet wide using a full bench excavation whenever possible.
v. If fill is required, it shall be mechanically compacted, and the fill slope should not exceed 2:1 slope.
vi. Fill slopes over 2:1 require a natural stone retaining wall. Exceptions may be made at the discretion of the Owner.
vii. Unavoidable obstacles shall not protrude more than eight (8) inches from the tread surface and avoidable obstacles shall not be more than twenty-four (24) inches high, and not more than 50% of the tread width, unless approved differently by Owner.
Please include a detailed cost of estimate including flagging, design, and visualization as well as “all in” construction costs. Estimates should include final quantities of line-item units as well as allowances for armoring, erosion control, and culverts (if applicable). The owner’s target date for trails being substantially complete is 1 to 3 years from the project commencement. The feasibility of completing the work by that date should be outlined in the proposal. Finally, the proposal should include key dates associated with milestones in the proposal.

The City of Monticello reserves the right to accept or reject any or all proposals for any reason. The selected consultant will not necessarily be selected on pricing alone rather selected contractor will be deemed an overall fit in terms of construction quality, pricing, and ability to collaborate with the project team. Bid Specifications for Qualified Trail Builder
(requirements below are the minimum to be considered for the job):
Experience: Successful bidder must have at least 5 years of experience as a professional trail builder.
• Must have completed 10 trail systems with a minimum of 50 professional miles of trail built.
• Please list projects below along with 5 references.
Professional Trail Builders Association. Successful bidder must be a member of the Professional Trail Builders Association.
State of Arkansas Licensed Contractor. Successful bidder must possess a valid license from the State of Arkansas Contractors Licensing Board.
• The City hereby notifies all bidders that this contract is subject to applicable labor laws, non- discrimination provisions, wage rate laws and other federal laws including the Fair Labor Standards Acts of 1938, The Work Hours Act of 1962, and the Title VI of Civil Rights Act of 1964.
• ‘Buy America’ provisions apply to this project.
• Registration and good standing in the System for Award Management (SAM) will be required prior to contract execution.
• Bidders are advised that Arkansas State Contractor Licensing Law applies to this project. Subcontractors are also required to be licensed according to Arkansas State Law. Licensure is not required to submit a bid; however, evidence of licensure shall be provided to the owner prior to signing the contract.
Insurance Requirements. Successful bidder will carry insurance as listed below.
• The CONTRACTOR shall maintain insurance of the following types: Workers Compensation $1,000,000
• General Liability 1,000,000
Timeframe: Successful bidder will prove their ability to complete jobs on time and within an agreed upon timeframe. No additional days will be allowed beyond agreed upon timeline unless major unforeseen events or acts of God occur.
