Westfield-Barnes Regional Airport (BAF)
The City of Westfield, Massachusetts, acting through the Westfield Airport Commission, invites sealed bids for furnishing all labor and materials and performing all work in connection with a construction contract at the Westfield-Barnes Regional Airport, Westfield, Massachusetts as follows:
CONSTRUCT FUEL FARM
Procedures regarding bids and the selection of contractors shall be in conformity with the Massachusetts General Laws, Chapter 30, Section 39M, as amended to date. Sealed Bids for the General Contract must be delivered to the office of the City of Westfield Purchasing Department, 59 Court Street, Room 101, Westfield, MA 01085 prior to 2:00 p.m., Eastern Daylight Savings Time, on Tuesday May 13, 2025, at which time and place the bids will be publicly opened and read aloud. Bids received after the above time and date will be returned unopened.
The proposed work includes the installation of a self-fueling AVGAS system to better serve their based and transient airport users. Currently AVGAS is provided by an onsite fixed based operator utilizing a mobile fueling truck. The proposed project would include new fuel farm facility to include a new 6,000 gallon above ground tank, with dispenser, credit card reader, system to transfer data from fuel farm to airport terminal building, and a monitoring unit installed in the airport terminal building.

Pre-Bid Conference and Site Inspection: All bidders are highly advised to examine the site to become familiar with all site conditions. The project site will be shown to interested bidders at a pre-bid meeting to be held at 10:00 AM Eastern Daylight Saving Time, on April 30, 2025, at the Office of the Airport Manager, 110 Airport Road, Westfield MA, 01085. Questions regarding scope of work or of a technical nature must be presented in writing to the City of Westfield Purchasing Department by 12:00 p.m. on Friday May 2, 2025, Eastern Daylight Saving Time. General Bids must be submitted on the Form for General bid included herein. The General Bids shall be filed with the Owner at the location designated above, accompanied by a bid deposit in the form of a bid bond or a certified check, in the amount not less than five percent (5%) of the bid price for the Contract work. The bid security shall be made payable to the City of Westfield, Massachusetts.
The Instruction to Bidders, Bid Proposal Forms, Contract Documents, Plans and Specifications may be examined at the City of Westfield Purchasing Office, 59 Court Street, Westfield MA, 01085, (Telephone: 413-572-6254) on or after April 23, 2025, between the hours of 9:00 AM and 4:00 PM Monday through Friday.
