The Navy intends to contract on a sole source basis with Huntington Ingalls Industries-Ingalls Shipbuilding for two FF(X) frigates. FF(X)-class frigates are a new class of small blue-water surface combatants designed to operate within a bimodal/high-low fleet architecture, complementing larger, multi-mission capable platforms. This notice covers all efforts necessary to construct and deliver the first two FF(X) frigates, such as pre-construction planning, shipyard preparation, material, construction, engineering, testing, sea trials, systems integration, and provisioned item orders.
In accordance with FAR 6.103-1, the requirements described in this notice will be solicited from only one source because only Ingalls Shipbuilding possesses the unique and highly specialized capabilities necessary to meet the Navy’s requirements. However, all responsible sources may submit a capability statement, proposal, or quotation for consideration by the agency.
