Subject: Sealed Bid No. 25-00330-AKQC - Construction of the Chinatown Station ADA
Improvement Project
Southeastern Pennsylvania Transportation Authority ("SEPTA") will accept Sealed Bids through
its Electronic Procurement System (“ePS”) website for Construction of the Chinatown Station
ADA Improvement Project (hereinafter called (“the Work”) as outlined in the Contract
Documents until Monday, February 9, 2026 at 10:00 am, at which time the bids will be made
public and read aloud.
The contract duration is 697 calendar days (33 months) from the Notice to Proceed.
The Work includes but is not limited to: The work will be executed through multiple prime
contracts representing significant elements of work for each Contractor. The work shall be
performed concurrently and in close coordination with the respective Prime Contractors listed in
these construction documents, and ANY other trades working at the site.
The General Contractor shall provide all labor, materials, equipment, insurance, bonds, permits,
and services necessary to complete work. The contract for the General Contractor includes: two
(2) new accessible elevators within the new headhouse and related structural improvements and
renovations required for new elevators and support; new accessible headhouse containing the new
elevators, new staircases, back of house spaces, and restrooms; structural repairs at various
locations for concrete and steel elements, related waterproofing mitigation including crack
injection and curtain injection; waterproofing systems on new concrete and existing structure
applied from negative and/or positive side; accessible renovations to the emergency egress
headhouses; new accessible doors, louvers, walls, and column surrounds; accessible improvements
at street level; and civil work for plaza improvements, landscaping, other amenities, and
coordination with impacted utilities.
The Mechanical Contractor shall provide all labor, materials, equipment, insurance, bonds,
permits, and services necessary to complete work. The contract for the Mechanical Contractor
includes accessible installation of mechanical equipment in support of the new restroom, new
elevator machine rooms, ticketing booth, and back of house spaces. New exhaust fan and MOD
will be installed in the restroom. New electric unit heaters will be installed in the restroom to
provide supplemental heat. A new ductless split system will be installed in the ticketing booth.
Two (2) new ductless split systems will be installed to provide cooling to the new elevator machine
rooms. Ductless split systems for the elevator machinery rooms will have evaporator units within

the machinery rooms on the platform level with condensing units located on the platform level.
The Mechanical Contractor will also be responsible for installing ancillary equipment and
accessories required for installation of the primary mechanical equipment including fan
accessories, condensate pumps, refrigerant piping, plumbing, and fire protection work.
The Electrical Contractor shall provide all labor, materials, equipment, insurance, bonds,
permits, and services necessary to complete work. The contract for the Electrical Contractor
includes providing a new accessible fire alarm system for the station. The new fire alarm system
shall be addressable and contain capability of assuming all existing field devices which are
currently in service, with equal quantities of new addressable field devices. Additional capability
is required for field devices required to comply with the new design of the station, and the
capability of interfacing with new elevators for performance of required capture and control
operations. Electrical provisions shall be required for the new fire alarm control and support
panels. Following the replacement of the existing fire alarm system, shall be the requirement to
decommission and power down the existing fire alarm system for a complete removal of all
existing fire alarm control and support equipment and the removal of all unused field devices,
including wiring and conduit.

All questions must be submitted, via email, to the Contract Administrator no later than Thursday,
January 22, 2026 at COB to be guaranteed an answer. Answers will be sent to all Contractors
by Friday, January 30, 2026 by COB.
Any inquiries regarding this bid and any request for change, modification, or clarification of any
aspect of these Contract Documents must be made in writing, via email, the Contract Administrator
at least ten (10) calendar days prior to the bid opening in order to be taken into consideration.
All bids must be submitted through SEPTA’s Electronic Procurement System (“ePS). Mailed or
hand delivered bids will be rejected. The Bid will be opened electronically on the scheduled
Opening Date/Time, and will be secure and unreadable by SEPTA until that time. Attendance at
the Bid Opening Meeting is Non-mandatory.
No bid will be opened and considered that is submitted later than the time specified.
SEPTA retains the right to reject any and all bids as determined to be in the best interest of SEPTA.
Each bid submitted shall remain firm for at least ninety (90) days from the date of the Bid Opening
and may not be withdrawn in whole or in part during that time. By submitting a bid, the bidder
certifies that the bid price is held firm for that time and any extension thereof.
SEPTA, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d
to 2000d-4, and Title 49,Code of Federal Regulations, Department of Transportation, Subtitle A,
Office of the Secretary, Part 21, Nondiscrimination in Federally-Assisted Programs of the
Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will
affirmatively insure that in regard to any contract entered into pursuant to this advertisement,
disadvantaged business enterprises will be afforded full opportunity to submit bids in response to
this invitation, and will not be discriminated against on the grounds of race, sex, color, or national
origin in consideration for an award.
This solicitation is subject to and must comply with the Buy America Act. All bidders are required
to comply with this Act and account for it in their bid.

All bidders will be required to certify compliance with Executive Order 12549 (ineligible
contractors).
Any contract issued as result of this solicitation is subject to a financial assistance contract between
SEPTA and U.S. Department of Transportation.
