Sealed bids for the items listed below will be received by the City of Methuen in the office of the City Clerk, Searles Building, 41 Pleasant Street, Room 112 Methuen, MA 01844 until Thursday, April 2, 2026, at 2:00 PM at which time they will be publicly opened and read out loud in the order of sequence shown below.

ITEM 1       Superpave Surface Course 9.5

HMA For Patching

Hot Mix Asphalt Curb

Hot Mix Asphalt Berm Type A

“MassDOT prequalification of contractors with the class of work as, PAVEMENT SURFACING, for the project with an estimated value of $1,251,425.98 will be required.

ITEM 2 Reclaimed Pavement For Base Course

“MassDOT prequalification of contractors with the class of work as, PAVEMENT RECLAMATION, for the project with an estimated value of $855,437.28 will be required.”

ITEM 3       Cold Planing and Profiling of Bituminous Surfaces

“MassDOT prequalification of contractors with the class of work as, PAVEMENT MILLING & COLD PLANING, for the project with an estimated value of $115,000.00 will be required.”

ITEM 4      Structures Casting Adjustments

“MassDOT prequalification of contractors with the class of work as, DRAINAGE or SEWER & WATER, for the project with an estimated value of $56,040.00 will be required.”

ITEM 5       Manhole and Catch Basin Frames & Covers and Gate Boxes

“MassDOT prequalification of contractors with the class of work as, Highway Sidewalk and Curbing, for the project with an estimated value of $1,044,883.68 will be required.”

The bid forms must be filled out and signed as directed therein sealed in an envelope with the name and address of the bidder, the title of the project and the Item Number.  No bid will be considered which is not accompanied by a certified or cashier's check or bid bond in the amount of five percent (5%) of the total bid price, payable to "City of Methuen".  These bid deposits will be returned within ten (10) days after the bid opening to all but the three low bidders, whose deposits will be returned upon execution of the contract.  If the successful bidder fails to execute the contract, his bid deposit will become the property of the City of Methuen.  No proposal may be withdrawn within thirty (30) days, Saturdays, Sundays and legal holidays excluded, after the opening of bids.

In accordance with Section 34 of Chapter 90, prospective bidders for Items 1, 2, 3, 4, and 7 must be prequalified in accordance with 720 CMR 5.00, “Prequalification of Contractors”. Only bidders listed in the official or waiver contractor lists issued by MassDOT Prequalification Office may obtain an official proposal sheet.

Pursuant to M.G.L. c.30, §39S, any person submitting a bid for, or signing a contract to work on, a public works project estimated to cost more than $10,000, must certify under the pains and penalties of perjury that he or she is able to furnish labor in harmony with all other elements of labor employed in the work and that all employees employed on the worksite, or in work subject to the bid, have successfully completed at least ten hours of OSHA approved training.

Under the provisions of the Massachusetts General Laws, Chapter 149, Section 26-27G inclusive, as amended, the successful bidder for Items 1, 2, 3, 4, and 7 must pay his workers the minimum wage rates as established by the Commissioner of Labor and Industries.

The Awarding Authority reserves the right to reject any or all bids and to waive any informalities in the bidding if it is deemed to be in the interest of the City to do so.
