El Paso Water (EPWater) is planning to release a request for proposals (RFP) in September 2025 for a one-step procurement to provide Construction Manager At-Risk (CMAR) services for the Northeast Water and Wastewater Utility Improvement Project. Project Overview The Northeast Water and Wastewater Utility Improvement Project is located in Northeast El Paso and is a key component of the Northeast Water and Wastewater Master Plan. These improvements are designed to accommodate projected growth demand and ensure adequate water and wastewater service capacity in the region. The Project includes six (6) work packages. Individual work packages are currently being designed ranging from 60% to 95% complete and will be finalized with input from the selected CMAR. The Owner intends to hire a qualified Construction Manager-at-Risk to assist in the design process and to serve as the General Contractor (GC) for the construction phase of the Project. It is anticipated that preconstruction services will be required of the CMAR contractor beginning in November 2025. Onsite construction activities are anticipated to begin in March 2026 contingent upon collaborative development of overall construction schedule and the Planned project completion is expected to be late of 2028. Purpose of RFEI The purpose of this RFEI is to proactively notify the marketplace of the upcoming release of the RFP and provide potential proposers with general information concerning the project and the procurement.
