Construction Manager at Risk (CMAR) Services for Brownsville Public Safety Complex

Project Description: The City of Brownsville (COB) is requesting Statements of Qualifications from experienced firms to provide Construction Manager at Risk (CMAR) services for the development of the Brownsville Public Safety Complex (B-PSC). This selection process will adhere to all applicable local and state procurement regulations, including Texas Government Code Chapter 2269.
This solicitation marks Step One of a two-step selection process under Texas Government Code Chapter 2269.253. Step One will evaluate qualifications only — no pricing will be accepted or considered. Shortlisted firms will be invited to participate in Step Two, which will function as a Request for Proposals (RFP) phase. In Step Two, shortlisted firms will submit pricing, additional technical responses, and participate in interviews prior to final selection.
