Summary

The City of Rock Hill, South Carolina ("City") is seeking proposals from qualified companies to provide preconstruction and construction services for the Manchester Creek Wastewater Treatment Plant (WWTP) 30 MGD Expansion using the Construction Manager at Risk (CMaR) alternate delivery method.

Background

Recent and projected growth within the City’s service area, equipment nearing its useful service life, and anticipated nutrient limits resulting from the forthcoming Lower Catawba River Total Maximum Daily Load (TMDL) require a facility upgrade and expansion to 30 MGD. The facility is currently rated for a design flow of 20 MGD and has a current average daily flow of approximately 14 MGD. The City is pursuing a plant expansion to the MCWWTP due to increased influent flows and loads that will (1) increase treatment capacity from a design flow of 20 MGD to 30 MGD (with provisions for the buildout capacity of 50 MGD), (2) add equipment in the existing Influent Pump Station (IPS) to accommodate the 30-MGD expansion, (3) remove the existing primary clarifiers to prevent the production of primary solids, (4) add secondary biological process volume, (5) add tertiary filtration, (6) modify and expand the existing chlorine contact tanks to improve the transition to reaeration, (7) add reaeration by means of a cascade aeration structure, and (8) replace the existing outfall structure to accommodate the final buildout capacity.
