1. INTRODUCTION
From time to time, the City of Kalamazoo requires construction management services. The City wishes to pre-qualify construction management firms for a five-year period who would be contacted to prepare a proposal when a construction management project is identified. Submitting firms should be qualified to provide construction management services through various project delivery methods. The typical construction method utilized by the City is Design-Bid-Build where the pre-qualified firm would serve as the City’s Construction Manager Agent (Owner’s Rep); however, firms should have the qualifications and experience to provide construction management services within various project delivery methods.
The pre-qualified professional consultants would be contacted on an as-needed basis to provide assistance to City departments in support of various projects. The projects may be for work on City facilities or for economic development. The departments that primarily will be using these services are: Economic Development, Parks and Recreation, Public Services and Public Safety.
2. OBJECTIVE OF THE REQUEST FOR QUALIFICATIONS
The objective of the Request for Qualifications (RFQ) is to pre-qualify firms(s) to provide construction management services which would take a project from an existing project design through project completion, which shall consist of the following elements:
2.1. Development of scope of work
2.2. Review and initial cost estimate and value analysis
2.3. Feasibility
2.4. Site logistics planning
2.5. Development of Conceptual Design
2.6. Constructability analysis and review
2.7. Cost estimating and value engineering opportunity identification
2.8. Development of schedule
2.9. Construction planning, phasing, and scheduling during design and construction
2.10. Develop contract documents and bid packaging
2.11. Project management
2.12. Quality assurance
2.13. Project Closeout (punchlist, final estimates/record drawings)
2.14. Pre-qualified firms will NOT act as Architect/Engineer of Record (aka Designer) on a project through this pre-qualification
2.15. Resident Project Representative
A selection committee will choose the most qualified firms with general and/or specialized experience to provide these services. Respondents to this RFQ will be ranked according to evaluation criteria and their demonstrated abilities. When the services of a construction management consultant are required, the project will be matched with the qualifications and a proposal will be requested for the work.
As projects are identified, appropriate City project managers will ask one or more pre-qualified firm(s) to complete and submit a proposal for the actual work to be performed. The consultant’s proposal shall use the enclosed terms and conditions as a basis for any contract resulting from this pre-qualification process.
