| Project Description | The Office of General Services, Design and Construction (OGS D&C) is seeking proposals to enter into a contract to provide construction management services as outlined in the scope of services. OGS D&C intends to award one (1) contract with an initial value approximately $2,350,000.00 for the duration of three (3) years. The State will utilize a “Best Value” selection process to ensure optimum quality, cost, and efficiency among responsive and responsible firms. For purposes of this Request for Proposals (RFP), the term “Owner” refers to OGS D&C. The Construction Manager (CM) shall act as an adviser to OGS D&C during the Design Phase of the project and as the partner of OGS D&C in a collaborative relationship with OGS D&C staff during the Construction Phase to organize, inspect and direct the timely completion of the project and assure compliance with the contract documents. Services will include, but not be limited to design/constructability review, field check, cost projections and review, value engineering, bid package review, Critical Path Method (CPM) scheduling, claims analysis and construction management services including project safety inspections, and administrative duties. The CM will also provide staffing on the project to assist D&C personnel in organizing and directing the completion of the project to achieve occupancy on or before the specified date. Originally constructed in 1958, the existing sub-headquarters building is approximately 14,000 sf. and consists of truck storage bays and a garage maintenance building. This project will address the removal of the existing garage/office masonry building and construction of the proposed sub-headquarters building. Removal of the existing structure will take place in two (2) stages: the truck storage bays (approx. 5,250 sf) and followed by the mechanics bay/ office (approx. 8,750 sf). The existing mechanics bay and office must remain in-service while the proposed sub-headquarters building is being constructed on the same site. The proposed sub-headquarters building is approximately 42,700 sf. and will consist of seven (7) double truck storage bays, a sign shop, three (3) mechanics bays, a truck wash bay, a material storage area, office space and other miscellaneous support spaces. The work of the project includes, but is not limited to, hazardous material abatement, demolition of the existing masonry building, construction of the proposed building, including plumbing, electrical, mechanical, site work, telecommunications, EV charging stations, solar panels, fire protection systems, and connection to existing sanitary systems. A Project Labor Agreement (PLA) may be contemplated for individual projects. If determined prudent and economically viable, the selected CM will be a signatory agent of the PLA. Failure to agree to be a signatory to the PLA will result in a non-responsive proposal. | ||
