the Procurement Integrity, Transparency, and Accountability Amendment Act of 2016, is issuing this Request for Qualifications (RFQ) to solicit Statements of Qualifications (SOQs) from experienced firms (Offerors) interested in providing Construction Management Services for the purposes of managing all activities required for the completion of the Federal-Aid Citywide Pavement Restoration STBG Contract (the "Project").
This contract is federally funded, open market project with a 20% Disadvantaged Business Enterprise (DBE) subcontracting goal.
Purpose: The District of Columbia Department of Transportation (DDOT) is responsible street maintenance and rehabilitation to keep the Districts roadways in the best shape possible. The desired outcome of this RFQ is to have a contract with a qualified, professional, consulting firm to efficiently, economically, and professionally assist DDOT in managing the construction contractor DDOT hires for its Federal-Aid Citywide Pavement Restoration STBG contract under DDOTs Maintenance Operation Administration Division
The specific roadway segments covered by this contract will be provided throughout the means of a purchase order with an associated list of locations. They will be all federal-aid eligible locations. Initial work assignments will be given to the construction contractor prior to starting work. Supplemental work assignments will be provided throughout the life of the contract. Since majority of work consists of resurfacing various roadway segments, work may include but not be limited to performing repairs of curb, gutter, sidewalk, driveway entrances, utility cuts, base pavement, fences, manholes, basin tops, sidewalk ramps, catch basins, connecting pipes, and line striping.
Scope: The Consultant shall carry out Construction Management services, including, but not limited to, assessment of the work of the construction contractor for compliance with District rules and regulations, prepare, maintain and secure on current basis all contract records including
correspondence, modifications, claims, Consultant documents, partials payments, minutes of meetings, daily inspection reports, construction estimates, as-built drawings, specifications, submittals, safety reports, accident reports, RFIs, non-compliance and rejection notices, etc.
General services will be assigned on an as-needed basis by work order, which shall define the scope of work and expected outcomes. The consultant will be required to visit assigned locations accompanied by the DDOTs Contract Administrator, to verify the scope of work and limits for rehabilitation, including, but not limited to, retrofitting and repair/replacement work prior to the issuance of a work order. The consultant shall provide a fixed price for the assigned work using negotiated labor rates, equipment usage and other needed services, as well as a schedule for completing the services.
