Description:

Lancaster County (the “County” and/or “Owner”) is located in South Central Pennsylvania, west of the City of Philadelphia and southeast of the City of Harrisburg, the state capital. The County is a Class 2A County with a population of over 550,000 residents in 60 municipalities occupying a land area of approximately 982 square miles. The County has one large metropolitan center, the City of Lancaster, and numerous suburban areas experiencing rapid growth. Its landscape is physically diverse ranging from rural agricultural, residential/suburban, to urban settings. The County’s primary industry is agriculture with secondary industries in government, light manufacturing, and tourism.

Beginning in 2020, Lancaster County began planning for the construction of a new Correctional Facility. In February 2022, the County acquired a 78-acre site for the facility. In the summer of 2022 the County engaged an Owner’s Representative firm to assist in the planning and overall management of the project. In 2023 the County engaged a design team for the project. The Design Team completed, and the County approved, Schematic Design documents on December 31, 2024. The project is now in the Design Development stage. The County intends to advance the project in 2025 by soliciting proposals for professional services for Construction Management, Commissioning, and other professional services. The County’s overall objective is to achieve 100% construction documents, bidding the project, and beginning construction (“groundbreaking”) in the third quarter of 2026 with construction completion to follow in 2028. The presented timeline is an estimate and may be modified as necessary.
