INTRODUCTION
The Bay County Board of County Commissioners invites firms to submit statement of qualifications to provide professional engineering services
to support the construction and installation of S2S Conversion, Phase 1A. The intent of this solicitation is to acquire a team to
provided professional services to include, but not limited to, surveying, design review based
on their combined experience with installation of wastewater lines, lift stations, and conversions from septic systems to wastewater utility systems; involving process and equipment, and Construction Engineering and Inspection (CEI) services.
Any contract awarded under this Invitation to Bid is expected to be funded in part by a grant from the U.S. Department of Treasury, RESTORE. It is imperative that Respondents examine and become familiar with the grant requirements. Funding for the project has been made possible through this program and is contingent on strict conformance to the guidelines set forth by this grant. Respondents will comply with the Federal Regulation Contract Requirements shown at Exhibit 3.
Neither the United States nor any of its departments, agencies or employees is or will be a party to this Request for Proposals or any resulting contract.

for RFQ NO: 25-23 Construction Engineering Inspection Services for North Bay Water Quality Improvement Program, Septic to Sewer Conversion will be received by the BOARD OF COUNTY COMMISSIONERS OF BAY COUNTY, FLORIDA at the Purchasing Department, 840 West 11th Street, Suite 2500, Panama City, Florida 32401 up until 2:30 PM (CST) Tuesday, January 21, 2025. Submittals will be publicly opened immediately following the deadline. It is the sole responsibility of the Respondent to ensure that the Submittal is received on time.
