Project Name: Construct T-Hangars and Taxiways

Airport: Wilkes-Barre Wyoming Valley Airport

Location: Wyoming, Pennsylvania

Sealed bids for furnishing all labor, materials, and equipment and performing all work for the above items will be

received by the County of Luzerne until 10:30 AM local time, March 26, 2026, at 20 North Pennsylvania Avenue,

Penn Place Building, Suite 203, Wilkes-Barre, PA 18701, then publicly opened and read aloud.

The successful bidder must comply with requirements set out in the contract documents including all Federally

Required Contract Provisions including but not limited to the Buy American Preference, Civil Rights Title VI

Assurances, Davis-Bacon Requirements, Government wide Debarment and Suspension, Disclosure of Lobbying,

and Procurement of Recovered Materials.

Plans, Specifications, and other Contract Documents are open to the public for viewing at the Luzerne County

Purchasing Office, 20 North Pennsylvania Avenue, Penn Place Building, Suite 203, Wilkes-Barre, PA 18701.

Plans and specifications can be purchased at www.deltaairport.com. Plans and Specifications are available for

purchase in both hardcopy and digital (PDF) formats.

Bids must be accompanied by a bid bond in the amount of not less than five (5) percent of the total amount bid.

A Contract Performance Bond and a Contract Payment Bond each equal to 100 percent of the Contract Price will

be required for the successful Contractor.

No bid may be withdrawn for a period of 60 calendar days after the date of receiving bids.

A Pre-Bid meeting has been scheduled for 1:30 PM local time, February 26, 2026, and will be held in person at

the Operations Building Conference Room, 1199 Wyoming Ave, Wyoming, PA 18644.

The successful bidder shall commence work with adequate force and equipment on a date to be specified in a

written order of the Owner and shall complete work within the time prescribed in the contract documents.

Proposals shall be placed in a sealed envelope addressed to the Mary Ann Amesbury, Director of Purchasing,

Luzerne County Purchasing Department at 20 North Pennsylvania Avenue, Penn Place Building, Suite 203,

Wilkes-Barre, PA 18701.

In the lower left-hand corner of the sealed proposal envelope, include the following project title:

The County of Luzerne, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (42 U.S.C.

2000d to 2000d-4) and the Regulations, hereby notifies all bidders or offerors that it will affirmatively ensure that

for any contract entered into pursuant to this advertisement, all businesses will be afforded full and fair opportunity

to submit bids in response to this invitation and no businesses will be discriminated against on the grounds of race,

color, national origin, creed, sex, age, or disability in consideration for an award.

The County of Luzerne reserves the right to reject any or all bids, to waive informalities, and to re-advertise.
