Consolidated Plan Consulting Services RFP

The City of Lawrence acting through its Office of Planning & Development (OPD) is requesting proposals from qualified firms (Consultant) to undertake the development of the City of Lawrence's 5-Year Consolidated Plan and the one-year Action Plan for Housing, Community Development, and Economic Development consistent with the current U.S. Department of Housing & Urban Development (HUD) requirements and/or guidelines to ensure compliance with all applicable regulations. The proposer must use the HUD Econ Planning suite.

The Consolidated Plan combines the planning and application requirements of certain Federal statutes and includes a Needs Assessment and Market Analysis outlining levels of relative need in the areas of affordable housing, homelessness, special needs, economic development, and community development. The consultant will be expected to gather the information through a number of methods, including consultation with local agencies, public outreach, a review of demographic and economic data sets, and a housing market analysis. The Needs Assessment portion forms the basis of the Strategic Plan that will detail how the City of Lawrence will address it priority needs.

The period of this Consolidated Plan is July I, 2025 through June 30, 2030.

Proposals are due at the Office of the City Clerk at 200 Common St, Room 107, Lawrence, MA 01840 on or before 2pm on Thursday, November 14, 2024.

The City reserves the right to reject all bids and take any action that is in the best interest of the city.
