DISCHARGE PIPELINE INSPECTION PORTS PROJECT
KELSO, WASHINGTON
Notice is hereby given that Consolidated Diking Improvement District #3 of Cowlitz County,
Washington (Contracting Agency) will receive sealed bids until 2:00 p.m., July 30, 2026, for the
following work: Stormwater Pump Stations Discharge Pipeline Inspection Ports Project.
Bids must be addressed to:
Consolidated Diking Improvement District No. 3

All bids shall be labeled as STORMWATER PUMP STATIONS DISCHARGE PIPELINE
INSPECTION PORTS PROJECT.
Work performed under this contract will consist of the following for "Schedule A", "Schedule B",
and "Schedule C" as necessary:
* Excavate, shore, and dewater as necessary to expose the existing stormwater pump station
discharge pipelines and to perform work on these pipes as shown on the Drawings.
* Furnish and install, as shown on the Drawings, flanged tees, welded pipe spools, and tapping
sleeves on existing stormwater pump station piping per manufacturer recommendations and
as shown on the Drawings. Coordinate with the Contracting Agency to isolate each pipe prior
to performing specified work.
* Furnish and install, as shown on the Drawings, riser pipes, backing rings, and blind flanges
from the existing discharge pipe to an access cover.

Three Contracting Agencies will award a construction contract for this project as follows:
* Bid Schedule A: The Contracting Agency is Consolidated Diking Improvement District No. 3
of Cowlitz County, Washington. Work under this contract will be for pipe inspection ports to
be added to discharge piping for 1) Tam-1 Pump Station, 2) Tam-2 Pump Station, 3)
Coweeman Pump Station, 4) Baker Way Pump Station and 5) Elks Pump Station.
* Bid Schedule B: The Contracting Agency is Drainage Improvement District No. 1 of Cowlitz
County, Washington. Work under this contract will be for pipe inspection ports to be added
to discharge piping for 1) Redpath Pump Station and 2) North Kelso (King Creek) Pump
Station.
* Bid Schedule C: The Contracting Agency is the Lexington Flood Control Zone District. Work
under this contract will be for pipe inspection ports to be added to discharge piping for 1)
McCorkle Creek Pump Stations 1 & 2, 2) Ventura Drive Pump Station, 3) Beacon Hill Pump
Station, 4) Pankratz Pump Station, and 5) BPA Pump Station.
Bidding documents (plans, specifications, addenda, bid documents, and plan holders list) for this
project are available online for inspection, download, and printing on your own equipment during
the bidding period at the following link: www.co.cowlitz.wa.us/1655/DikingDistricts
It is the sole responsibility of the Bidder to obtain Addenda, if any. Addenda information will be
available on Cowlitz County's website at www.co.cowlitz.wa.us/1655/DikingDistricts. The
contracting Agency accepts no responsibility or liability and will provide no accommodation to
bidders who fail to check for addenda and thereby submit inadequate or incomplete responses.
The Contracting Agency will not provide paper copies of Project bid documents for bidding
purposes.
All bid proposals must be submitted on the original forms furnished in the Bidding Documents,
and each must be accompanied by a certified or bank check or bidder's bond in an amount not
less than five percent (5%) of the total bid. The successful Bidder will be required to furnish the
necessary additional bond(s) for the faithful performance of the work, as prescribed in the bidding
documents. Should the successful bidder fail to enter into such a contract and furnish satisfactory
payment and performance bonds within the time stated in specifications, the bid proposal deposit
shall be forfeited.
To perform public work, the successful Bidder and Subcontractors shall hold or obtain such
licenses and registration as required by Washington State Statutes and Codes and federal and
local Laws and Regulations. All work performed on this project shall be subject to the
Washington State Prevailing Wage Rates.
All documents received in response to this invitation to bid will become a matter of public record
and subject to the Washington Public Disclosure Act under chapter 42.56 RCW.

Contracting Agency, in accordance with the provisions of Title VI of the Civil Rights Act
of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all
bidders that it will affirmatively ensure that in any contract entered into pursuant to this
advertisement, disadvantaged business enterprises will be afforded full and fair
opportunity to submit bids in response to this invitation and will not be discriminated
against on grounds of race, color, or national origin in consideration for an award.
Contracting Agency reserves the right to reject any and all Bids and waive any informality in the
bids.
